Wall Street Journal Chides Reagan
Administration Over Golan Heights

lished in Monday's Wall
Street Journal under the
headline, "Beyond the
Heights.")
When Israel annexed the
Golan Heights, our first in-
stinct was to refrain from
writing about it. We'd just
finished defending Israel for
its bombing of the PLO
headquarters in Beirut and,
before that, for its raid on
Iraqi nuclear reactor.
we recognize that for
some reason it isn't fashion-
able to get too stident in de-
fending U.S. allies like Is-
rael and Taiwan.
What's more, we assumed
all the handwringing and
concern over Israel's Golan
gambit was just for show.

Everyone knows the Golan
Heights, which have a value
purely for their ability to
menace the Galilee, are
going to remain in Israel's
hands until its war with
Syria is over. Everyone
knows Israel has been rul-
ing the 400 square miles it
now has "annexed" for 14
years.
Beyond that, everyone
knows what Syria has been
up to, refusing for example
even to discuss the peace
plan we'd supposedly pur-
chased from the Saudis by
selling them AWACS
planes. The world has been
watching for two or three
years now while Syria has
aided and abetted the for-
mation in Lebanon of a
main force Palestinian
army supplied with Soviet
tanks and guns.
We could understand
where,Washington's nose
might be a bit out of joint
over the timing of Israel's
action and over the Is-
raeli government's fail-
ure to give the U.S. the
courtesy of an advance
notice or timely explana-
tion. So, even though Is-
rael is both a sovereign
state and a democracy
with internal politics that
Washington ,ought to
understand, we could see
where the U.S. might
want to let out with a few
rhetorical flourishes at
our friend's expense.
Now, however, the Re-
agan Administr a tion has
gotten so mad at the Israelis
that it's gone and suspended
the implementation of the
strategic cooperation
agreement it signed with Is-
rael just last month. Or, to
put it a bit more aptly, the
Administration has decided
to punish Israel by denying
America the military
presence in the Middle
East America has been
seeking all these years. So
Israel, figuring the - agree-
ment mustn't have been
worth much to start with,
says it considers the pact to
have been canceled.
All this has been happen-
ing, mind you, in the week
during which the Soviet
Union moved against Po-
