Lavie described Syria as a country that has consis- tently declared that it will not negotiate with Israel or recognize it and is commit- ted not to reach a peace agreement with Israel. In that connection he quoted a Kuwait newspaper inter- view with Syrian President Hafez Assad who reportedly said that "even if the Pales- tine Liberation Organiza- tion recognizes Israel, we in Syria cannot recognize it." Lavie said, "In addition to the Syrian front with Israel, the Syrians ex- tended the confrontation with Israel to the Lebanese front. They are supported there in addi- tion to the Syrian forces in Lebanon, by the PLO forces under their con- trol." According to the Israeli official, the Druze and Jewish population living on the Golan Heights needed the application of Israeli law to solve all kinds of civi- lian juridical problems which were so far solved by ad hoc legislation by the Is- raeli military authorities on the Heights. He said that this means that from now on the law on the Golan Heights in civilian matters will be the same as it is in Kiryat Shmona and Metulla inside Israel. - Asked about a possible crisis between Israel and the U.S. as a result of Is- rael's move, Lavie said: "I do not think that it is going to lead to a crisis. The U.S. is sensitive to Israel's prob- lems on the northern' bor- ders and the difficulties it is facing. The U.S. probably also appreciates the sac- rifices Israel made in the Sinai to Egypt. The Israeli Consul Gen- eral observed that it seems the Reagan Administration took upon itself "a mission impossible" when it sent special envoy Philip Habib to Lebanon in an effort to remove the Syrian missiles there. "The presence of the missiles and the helpless- ness of the diplomatic steps to remove the missiles from Lebanon were also a factor in Israel's consideration to apply its laws to the Golan Heights," Lavie said. Israeli Ambassador Ephraim Evron said there has been no hint" from the Reagan Ad- ministration of a possibil- ity that the U.S. might delay arms shipments to Israel. Evron, who spoke to re- porters after meeting for 90 minutes with Secretary of State Alexander Haig at the State Department Tuesday night, would not reveal what position the U.S. will take at the United Nations Security Council debate today on the issue. Evron maintained that the Israeli action was not a violation of Security Coun- cil Resolution 242, as the U.S. has declared. "We do not think so," he said, "otherwise we would not have done it." Evron insisted that "the Syrians cannot have it both ways." He said that, on one hand, the Syrians never accepted Resol 242 and have called for war against Israel. On the other hand, they are now accusing Israel of violating 242, he said. The Foreign Ministers of the 10 nations making up the European Eco- nomic Community, meet- ing in London, unanim- ously denounced the Is- raeli action. This was fol- lowed by harsh state- ments of condemnation by British Prime Minister Margaret Thatcher and the French government. French President Fran- cois Mitterrand said, how- ever, that he would not can- cel his Feb. 10 visit to Israel. The U.S. State Depart- ment said that any change in the Golan's status would violate international law. Defense Secretary Caspar Weinberger called the move a violation of UN resolu- tions "and therefore of the Camp David Agreement." Rep. Paul McCloskey (R-Calif.) called Israel's ac- tion "aggressive and im- perialistic" and asked Con- gress to rescind $2.2 billion in foreign aid to Israel. (During the 1980 Presidential election campaign, candidate Ronald Reagan stated that if he were - an Israeli he wouM never give up an inch of the Golan Heights.) Egyptian President Hosni Mubarak said he re- gretted Israel's action, but added that Egypt would not be drawn into any war started by Syria against Is- rael. The Israeli action on Golan was initiated at a meeting of the Israeli Cabinet at the home of Prime Minister .Menahem Begin, who had just left the hospital after a two-week stay after breaking a thigh bone. Three readings of the proposed law were quickly pushed through the Knesset to be officially passed law. Israel immediately launched a massive, world-wide information campaign, sending explanatory letters and documents to every country with which it has diplomatic ties. The papers had been pre- pared months ago in view of the long-standing decision- in-principle to extend Israel civilian law and adminis- tration into the Golan Heights.
