The Supreme Court based
its ruling on the students'
constitutional rights of free
speech and association,
rather than on their right to
freely exercise their reli-
gion. Emphasizing that "the
basis for our decision is nar-
row," Associate Justice
Lewis Powell, Jr., writing
the majority opinion, said
the ruling applied only to
voluntary religious prac-
ticeg at state-supported
universities, thus indicat-
ing no change in the long-
established Supreme Court
position that the Constitu-
tion bans officially-
sponsored prayer in the
public schools.

Return of Sinai
to Strengthen
Normalization?
NEW YORK — The head
of an Egyptian group dedi-
cated to fostering closer ties
between Egypt and Israel
told ranking members of the
American Jewish Congress
earlier this month he ex-
pects to see growing nor-
malization between the two
countries after the return of
the Sinai next April.
Dr. Mohammed Hani El
Kadi, a 36-year-old physi-
cian on a recent visit to the
U.S., said membership in
his Alexandria-based
organization, the Israeli -
Egyptian Friendship
League, is growing despite
efforts by other Arab states,
particularly Saudi Arabia,
to subvert the Camp David
accords. The league, a
privately-sponsored group,
has been strongly supported
by the late President Anwar
Sadat and the current
president, Hosni Mubarak.
Saudi Airfields
NEW YORK — The New
York Times has reported
that Saudi Arabia is build-
ing two new airfields within
10-12 minutes flying time of
Jerusalem.
the project with Jordan
which has objected to the
construction of the canal.
However, Berman said, Is-
rael would pursue the proj-
ect even if Jordan declines
to cooperate with Israel. He
pledged that Jordan's
facilities at the Dead Sea
would not be damaged.
