Southfield, MI 48076 — 557-6644 Soviet Jewish Emigration at Record Low WASHINGTON (JTA) — The Reagan Administra- tion warned that if the pre- sent downward trend of immigration of Jews from the Soviet Union continues, the rate this year will be the lowest "since the Soviet Union began to permit sig- nificant Jewish emigration in the early 1970s." The Administration also charged that along with this cut in emigration "Soviet authorities began a major crackdown on Jewish ac- tivists." The charges were con- tained in the President's Eleventh Semi - Annual Report to the Commission on Security and Coopera- tion in Europe on the Im- plementation of the Hel- sinki Final Act. The report, which covers the period June 1 to Nov. 30, was transmitted last week by Secretary of State Alexan- der Haig for President Reagan to the Congres- sional commission headed by Rey. Dante Fascell (D- Fla.). "Only 8,047 (Jews) have left in the first nine months of 1981, as com- pared to 17,734 during the same period in 1980 and 38,678 in the first nine months of 1979," the report said. "Many Soviet Jews attribute this de- cline to the deterioration of East - West relations in the past several years and to Soviet reluctance to lose skilled man- power." The report said that po- tential emigrants, "Jewish applicants, especially," have experienced difficulty in receiving, the required letter of invitation from ab- road needed to emigrate. The recipients of the DM 500,000 ($200,000) prize, in addition to Tabor, are Daryl Chapin, Calvin Fuller and Gerald Pearson, all of the United States; and Felix Tromba of France. All were cited for the "outstanding services" in the research and development of solar energy. `Mideast Fears Soviet Threat' WASHINGTON (JTA) — Rep. Toby Roth (R-Wis.) who has returned from his first visit to Israel, Saudi Arabia and Egypt, said that he found that the leaders of the three Middle East coun- tries were as concerned with the threat to their area from the Soviet Union as was the United States.
