THE DETROIT JEWISH NEWS Zaire to Resume Ties With Israel Boris Smolar's `Between You . . . and Me' Editor-in-Chief Emeritus, JTA (Copyright 1981, JTA, Inc.) k, UJA IN 1982: The United Jewish Appeal is entering 1982 with a new national chairman, new challenges, a new approach to fund raising, a short-range plan for one year and a long-range plan for five years, a program to meet the new generation with modern methods, and with determi- nation to seek out, communicate and solicit the non-giving Jews. It is estimated that 50 percent of Jews in the United States do not participate in the UJA/Federation campaign effort. National UJA "New Gifts Institutes" will be estab- lished to explore motivations and perceptions of non-givers. Neil A. Cooper, a vice chairman of the national UJA who is a Boston lawyer, is a national chairman of this project. The new UJA national chairman is Robert Loup of Denver. He is already on the job" doing the short-range planning for 1982. It is estimated that the UJA/Federation campaign for 1982 will have to raise a minimum of $110 million more than the $550 million raised in 1981. This was the largest sum raised by UJA and the Federations in a peace- time year. Collections of pledges were also higher than in any peace-time year. The 20 percent increase is necessitated by the growing inflation which affects community programs in this coun- try and by the agonizing increasing needs in Israel. Taken into consideration also is the fact that the reduction in federal government spending for community welfare ser- vices will jeopardize many existing programs in the Jewish community. Pressure is already being used by some com- munities to reduce allocations for UJA and keep more of the collected funds at home to meet local community needs. It is estimated that a minimum increase of $23 million over the 1981 allocations will be needed by communities throughout the country in 1982. NEW GENERATION — NEW CHALLENGES: One of the major efforts of the UJA in 1982 will be to meet the challenge in fund raising posed by the young genera- tion of Jews, ages 25 to 40. The younger Jews are not as emotionally responsive as their parents to the central experiences of contemporary Jewish history. They are institutionally unaffiliated. Many of them are single, divorced or single parents. New techniques are crucial to appeal to their Jewish, social and altruistic emotions. The UJA leadership is now engaged in developing these techniques. Significant changes in the Jewish population similarly pose new challenges to -UJA, as well as to the local Jewish federations, in their fund-raising efforts. Many affluent Jews have been moving in recent years to the Sunbelt. A substantial number of them remain unaffiliated with synagogues or other Jewish organizations. Many com- munities have no precise information about how many Jews are living in their campaign - area, who they are, where they reside, or their occupations. The UJA has now prepared a "Demographic Kit" out- lining three methods of sampling the Jewish population for survey purposes, as well as a simplified method of obtain- ing approximate Jewish population estimates. It also con- tains sample questions for surveys relating to UJA/ Federation campaigns. Research is now under way — on a national level and in several local communities — which should give a better insight into the attitudes and socio-demographic charac- teristics of individual non-giving Jews. Some basic infor- mation on non-givers and their attitudes is beginning to emerge. Based on this information, the UJA will direct its 1982 campaign at non-giving Jewish households. Israel Starts War on Cults JERUSALEM — Israel's deputy education minister Miriam Glazer - Ta'asa has declared war on religious cults, calling them "a grave danger to the youngsters joining them." Ms. Glazer - Ta'asa has included the Transcenden- tal Meditation movement of Maharishi Mahesh Yogi among the cults against which she is waging her in- vestigation. According to the Jerusalem Post, Ms. Glazer - Ta'asa said that those join- ing the cults "cut them- selves off from their families and friends." She said following the Maharishi "leads to be- havior which is not good for the youth's mental health." She added that the Maharishi had thousands of followers in Israel, mostly between the ages of 16 and 26. She said she became aware of the problem when a group of parents ap- proached her seeking her help. Named to Post NEW YORK — Elliot S. Zavilowitz has been ap- pointed comptroller for the American Jewish Congress. PARIS (JTA) — Presi- dent Mobutu Sese Seko of Zaire said here that all obs- tacles for the resumption of diplomatic relations with Israel have been lifted. Mobutu, who had earlier conferred with President Francois Mitterrand, said Zaire will first consult, however, with other African countries to try and iron out a joint approach. Mobutu met last month in his capital, Kinshasa, with Israeli Defense Minister Ariel Sharon to discuss economic and technical cooperation between the two countries and the re- newal of diplomatic rela- tions between Israel and a number of African states.
