Penalty Lifted
on Anti-Nazis

BONN (JTA) — A
Munich appeals court has
reversed the penalty im-
posed by a lower court on
two persons who carried
anti-Nazi banners in
Munich last September dur-
ing a memorial ceremony
for the victims of a
synagogue bombing in Vie-
nna that occurred several
days earlier.
Fines of 800 marks each
were imposed on a 35-year-
old teacher and a 32-year-
old physician at the demand
of the Bavarian State Pro-
secutor, who accused them
of abusing the right of as-
sembly. The judge ruled
that the two had failed to
get written permission for
the. demonstration.
But the appeals court, in
reversing that decision,
found that the accused were
participating in a legal pub=
lic ceremony of mourning
organized by the Munich
authorities and that the
slogans on the banners they
carried were consistent
with the purpose of the
ceremony and, therefore,
there was no demonstration
in the technical sense and
no prior permission was re-
quired.

Civilian Rule
in Gaza Strip

JERUSALEM (JTA) —
Israel will introduce a civi-
lian administration in the
Gaza Strip, beginning this
month, similar to the one
recently applied on the
West Bank. The plan has al-
ready met with opposition
from local Arab leaders.
The purpose of the new
arrangement is to replace
the military administration
in the territories with civi-
lians as a preliminary to
self-rule under the au-
tonomy plan. The military
would be concerned chiefly
with security matters and
overall administration.
Meanwhile, Prof.
Menahem Milson, head of
the civilian administration
in Judea and Samaria, has
resumed meeting with inf-
luential Arab leaders in the
territories in a renewed ef-
fort to build an alternative
leadership to that of the
Palestine Liberation Or-
ganization.

back a bid by MK Eliahu
Speiser last 'week and re-
elected incumbent Haim
Bar-Lev as the party's
secretary-general.
Bar-Lev won 607 votes in
the party's central commit-
tee compared to Speiser's
351.
Labor Party leader Shi-
mon Peres had originally
agreed to back Speiser when
Bar-Lev had considered
stepping down. After Bar-
Lev announced his candi-
daw for re-election three
weeks ago, Peres reportedly
worked hard for Bar-Lev.
Sources believe the "bet--
rayal" may lead to a new
round of Labor Party in-
fighting.
