United States Ambassador
to the United Nations,
Jeane Kirkpatrick, indi-
cated Monday night that
should the Saudis introduce
Crown Prince Fand's
eight-point plan at the
United Nations, the U.S.
will vote against it.
She pointed out that
President Reagan "made it
quite clear that we are fully
committed to the Camp
David accords," and said
that the President's view
will be "reflected" at the UN
should the Saudis seek a
UN involvement in their
peace plan.

Arab Investors' Bid Denied
in NY Bank Takeover Effort

New York State Senate
Minority Leader Manfred
Ohrenstein hailed the New
York State Banking Board's
decision to deny a takeover
of two New York state
banks by a consortium of
investors from Arab coun-
tries — Saudi Arabia,
Kuwait and the United
Arab Emirates.

Bankshares is the holding
company for the Bank of
Commerce in New York
City and Community State
Bank in Albany, as well as
10 other banks in Virginia,
Maryland, Tennessee and
the District of Columbia.
The consortium made a bid
for the holding company.
Ohrenstein, who for the
past eight months has
spearheaded a drive to deny
the representatives of the
Arab countries their bid,

that the U.S. is "justified" in
"cultivating" good relations
with Saudi Arabia for the
prupose of"re-enforcing and
building a regional stability
in the area."
She said the U.S. views
the Saudis and "moderate"
in the context of their rela-
tion to the Soviet Union.
"The Saudis are not friendly
to our enemies," the Soviets,
she said, pointing to the
shared interests of Saudi
Arabia and the U.S.
Kirkpatrick also said
that terrorism is a "very
important threat" to
freedom and democracy.
She said that Israel faces
"terrorist provocations
in the West Bank," which
makes life virtually "un-

favor of the takeover, five
opposed, one member
abstained and one was
absent from the 12-
member board. State
Banking Superintendent
Muriel Siebert was one of
the five who voted in
favor of the takeover.
In a 40-minute debate,
members of the board who
opposed the takeover spoke
of Arab control of petrodol-
lars. Those in favor said
that the takeover involved
only a relatively small
amount of money.
The main issue, as stated
by Ohrenstein, was that the
takeover would give the
group a foothold in the
banking system. Ohrens-
tein said the decision means
that the process of taking
over any of the banks of Fi-
nancial General
Bankshares in other states
cannot be attempted.

tion, was counsel for the
consortium, and former
Missouri Sen. Stuart
Symington served as ad-

A number of Jewish lead-
ers supported Ohrenstein in
his successful effort to pre-
vent the takeover. Jewish
federations throughout
New York state also sup-
ported Ohrenstein.

markets more than 120
medical scanners, making it
the second leading producer
of diagnostic systems in the

sales for Elscint are ex-
pected to reach $70 million
this year, topping the 1980

specialized agencies. This
support will be curtailed in
cases of "waste, or when the
agency violates fundamen-
tal values and commit-
ments," she said. She did
not elaborate.
Kirkpatrick said, in re-
sponse to another question,
that she was "deeply. dis-
turbed" at "implications
during the AWACS debate
that it was inappropriate for
the American Jewish com-
munity to oppose the sale
for sophisticated aircraft
and other weapons to Saudi
Arabia.
She said it is "entirely
appropriate for American
Jews, or any other group, to
support or oppose any posi-
tion they want."
Nazis Rally

CHICAGO — A group of
16 neo-Nazis staged a
"white Power" rally in the
Chicago suburb of Berwyn
on Sunday.
Some 150 police officers
protected the Nazis from a
crowd of hecklers estimated
at 250. The demonstration
ended when the Nazis' pub-
lic address system failed
and their speaker was
drowned out by the
hecklers. •
