Begin Rejects Fand. Mideast Plan Outright

JERUSALEM (JTA) —
Premier Menahem Begin
categorically rejected the
eight-point Saudi Arabian
plan for the Middle East and
declared that Israel does not
need recognition from any-
body_
Addressing the Knesset
Foreign Affairs and Secu-
rity Committee, Begin
argued that even if Saudi
Arabia was willing to rec-
ognize Israel, it would still
go ahead with its plans to
destroy Israel.
Begin's statement fol-
lowed a report in the New
York Times that Gaafar Al-
lagany, Saudi Arabia's act-
ing delegate to the United
Nations, said in an inter-
view that the plan offered

are not afraid to say that it
does recognize Israel."
Allagany was referring
to point seven of the plan
which affirms "the right
of all countries in the
region to live in peace."
The plan does not refer to
Israel, but it does specifi-
cally call for Israel's com-
plete evacuation of occupied
Arab territory and the es-
tablishment of a Palesti-
nian state with its capital in
East Jerusalem.
According to a radio re-
port from Riyadh, a
spokesman for Fand said
the crown prince disassoci-
ated himself from Al,-
lagany's reference to recog-
nizing Israel.
In Washington, Secretary
of State Alexander Haig
said that Saudi Arabia's
proposal for a Palestinian
state with East Jerusalem
as its capital is "especially
unacceptable" to the United
States.
Haig also said that "on
balance" the Western
European countries have
been helpful toward the
formation of the Multina-
tional Force and Obser-
vers (MFO) which will
patrol Sinai after Israel
completes its withdrawal
next April.
But he added, "Perhaps
their level of rhetoric and
their actions could be
counter-productive" and
that he had suggested this
to America's European al-
lies.
He was referring to the
European Economic Com-
munity's (EEC) coolness
toward the Camp David
process and its endorsement
of Palestine Liberation
Organization participation
in future peace negotia-
tions. The EEC attitude is to
be incorporated in a dec-
laration approving the par--
ticipation of member states
in the MFO.
Britain, France, Italy and
Holland have indicated
they are willing to contrib-
ute to the 2,500-man force.
Israel has said it would dis-
qualify any country that
joins the force on any basis
other than the Camp David
accords.
Haig indicated today that
U.S. differences with the
Europeans on this matter

cial status has been given to
the formation of a Canada -
Israel Parliamentary
Friendship Group (CIPFG),
an organization which will
boost and facilitate contact
between the two countries.
Formation of the par-
liamentary friendship
group was confirmed by
Rev. Roland de Corneille, a
Liberal member of Parlia-
ment, one of its organizers.
DeCorneille said the
purpose of the new associa-
tion is to exchange informa-
