exerted a considerable ef-
fort to recover Jerusalem
and maintain its Arab and
Islamic character."

The Islamic summit for
the first time pledged what
Saudi Crown Prince Fand at
the time described as a
"jihad, with funds, self-
sacrifice, information,
economy and weapons if
necessary" for the "libera-
tion of Jerusalem and the
occupied territories." (The
Conference itself did not de-
fine jihad, which has popu-
larly been understood as
holy war. Islamic theolo-
gians speak of four types of
jihad or striving (cf. strife in
English: jihad of the tongue,
of the hand, of the heart,
and of the sword.)

Many of the specific
terms in the Saudi pro-
posal are totally unac-
ceptable to Israel and
some are at variance
even with stated Ameri-
can policy. These include
the call for total Israeli
withdrawal from all ter-
ritories occupied in 1967,
"including Arab
Jerusalem"; the removal
of settlements; confirma-
tion of the "right of the
Palestinian people to re-
turn to their homeland";
and the "establishment of
an independent Palesti-
nian state with
Jerusalem as its capital."

Thus the Saudi principles
are transformed from a
basis for negotiation to a list
of demands to be imposed
through international pres-
sure.

While some Eurpoean
leaders and American
spokesmen have given
the impression that the
Sandi plan could be
reconciled with the Camp
David peace process,
Crown Prince Fand is
under no such illusions.
In first presenting the
plan to the press on Aug.
7, 1981, Fand expressed
his sorrow that the "U.S.
government continues to
adhere to the Camp
David accords, whose
failure has been proven."
He expressed the hope

that the Reagan Adminis-
tration "will accept the
uselessness of the Camp
David agreements" and will

support for the Saudi plan
makes it all the more dif-
ficult to achieve further
progress in negotiations to
consolidate and enlarge the
Camp David peace process
to include the participation
of the Palestinians, Jorda-
nians and ultimately the
Syrians as well.

But if these were merely
stated as an opening Saudi
bargaining position they
might not be a barrier to
negotiation. After all, Israel
did agree to dismantle set-
tlements in Sinai as part of
the peace treaty with Egypt
and the Camp David Ac-
cords do set up provisions
for dealing with the 1948
and 1967 displaced persons
and leave open for negotia-
tion the ultimate disposi-
tion of the West Bank
(Judea and Samaria) and
Gaza.

But Crown Prince Fand
stressed and Prince Saud
reiterated that "the im-
plementation of these prin-
ciples depends on thme con-
ditions which must be fulfil-
led. These conditions are:
first, cessation of the un-
limited American support
for Israel; secondly, an end
to Israeli arrogance, a con-
dition which would be
automatically fulfilled if
the first condition were
guaranteed, and, thirdly,
recognition that, as Yasir
Arafat says, the Palestinian
figure is the main factor in
the Middle East equation."

people believe that both the
theory of Creation and the
theory of evolution should
be taught in the public

According to an Associ-
ated Press - NBC News poll
in late October, eight per-
cent favored the teaching of
only the scientific theory, 10
percent favored the biblical
theory and six percent were
