Turkey and those nations,

are other major causes for
Jewish concern," Dr. Gruen
wrote.
Why should a military
regime in Turkey that
shares Israel's pro-Western
orientation and appreciates
the value of Israel in the
regional military balance
follow a policy that in es-
sence submits to Arab and
Islamic pressures? The
basic motivation, he be-
lieves, is economic. In ex-
