HAIFA (JNI) — Kibutz
Ramat Yochanan is now
celebrating its 50th an-
niversary. With two other
Haifa area kibutzim, Usha
and Kfar Maccabi, Ramat
Yochanan will establish a
new "mitzpe" (observation
settlement) in the Galilee,
following on the heels of
Mitzpe Aviv, founded last
week.
Mitzpe Hardof will be the
35th of 50 outposts planned
to expand Jewish presence
in the Galilee.
The Galilee has failed to
keep pace with other
regional development and is
now witnessing a growing
tendency among its non-
Jewish residents to
encroach on public lands by
plowing, grazing and illegal
building.

Of Galilee's 350,000
acres, almost 158,000
acres are state land. The
Arab population has
occupied almost half of
that public property in
addition to their own pri-
vate holdings of 87,500
acres.

The 10-year program of
Jewish settlement, jointly
sponsored by the Israel gov-
ernment, Jewish National
Fund and Jewish Agency,
aims to counter growing
Arab influence in terms of
land holdings and popula-
tion.

Over 300,000 Jews live in
northern Israel, but primar-
ily in Galilee's peripheral
urban centers. By contrast,
the majority of the 230,000
northern Moslems, Chris-
tian Arabs, Druze and Be-
douins live in the region's
mountainous center, where
Jews constitute a minority
of about eight percent.

French Banker
Retires; Cites
New Policies

NEW YORK — Facing
nationalization for much of
his financial empire, Baron
Guy de Rothschild has re-
linquished his role as one of
the most prominent
banker-industrialists in
France.
In a statement last week
in the Paris newspaper, Le
Monde, Rothschild cited the
new policies of the Mit-
terrand government as the
reason for his retirement.
"It is clear that the
nationalization of the banks
does not have the
Rothschilds as a specific
target. However, we have
been caught up in it as if in a
hunting accident, caused by
the men whom the French
people had the weakness to
give guns to."

Institute survey shows that
69.3 percent of the Israeli
public believe there will be
no peace with the Arab
world until the Palestinian
problem is resolved.
