Since the Soviet Union is a perma- nent member of the council, this, like the long moribund Geneva con- ference would bring the Russians back into the Middle East peace negotiations. In Israel, Prime Minister Menahem Begin and Foreign Minister Yitzhak Shamir have condemned Carrington's statements, and Carrington's linkage of EEC participation in the Sinai Multinational Force and Observors (MFO) with new statements on Mideast negotiations outside the Camp David process. Israeli observers said the warnings were intended mainly to head off — or moderate — an evolving EEC statement on the Mid- dle East which the Euro- pean Common Market na- tions plan to issue simul- taneously with the an- nouncement that several member states would par- ticipate in the Sinai force. Britain, France, Holland and Italy are expected to be the European participants. It is expected that the EEC statement will re- endorse the Venice declara- tion and possible support Saudi Arabia's eight-point peace plan. The Knesset this week categorically re- jected both. According to Israeli offi- cials, Shamir wants to make it clear that Israel would not accept EEC participation in the MFO with "strings at- tached." THE DETROIT JEWISH NEWS Friday, November 13, 1981 Private Ulpanim Held in Moscow ORT President JERUSALEM (JTA) — There are 57 teachers of Hebrew and some 600 stu- dents in small private ul- panim scattered throughout Moscow, according to a re- cent immigrant, Michael Nudler. Briefing a session of the "Brit Ivrit Olamit" ("World Hebrew Union) executive in Jerusalem this week, Nu- dler warnedpf increased ef- forts by the Soviet authorities to hamper the study of Hebrew. He said there was no lack of advanced-level textbooks, but the ulpanim were chronically short of basic- level material. Avraham Shenker, the WHU chairman, called on groups the world over in- volved in teaching Hebrew to "extend practical and moral support" to the Mos- cow ulpanim. The executive passed a resolution con- demning the Soviets' perse- cution of the ulpanim as contrary to Soviet law itself, and called for public pres- sure to be brought to be on the Russian government.
