HIAS Denies It Obstructs Jewish Agency Emigre Plan

NEW YORK (JTA) —
HIAS flatly denied a charge
.by Jewish Agency Execu-
tive chairman Leon Dulzin
that it was obstructing the
agency's policy of not re-
ndering assistance to Soviet
Jewish emigres who chose
to settle in countries other
thanPeel after reaching
Vienna.
Dulzin made the accusa-
tion in a report to the
Jewish Agency Executive in
Jerusalem last week after a
brief. visit to the transit

In a statement to the
Jewish Telegraphic
Agency, Edwin Shapiro,
president of HIAS, declared:
The HIAS position with
reference to the new Jewish
Agency plan for Soviet
Jewish migrants was'estab-
lished by our executive
board on Aug. 24 and con-
firmed by the HIAS board
on Sept. 20. ,
"It is unfortunate that the
Jewish Agency action, pre-
sented without notice on
Aug. 17, has proven a fail-
ure. Though HIAS found it
repugnant to its 101-year-
old tradition to deny assis-
tance to any Jewish mig-
rant in need, we have,
through cooperative coun-
seling with the Jewish
Agency in Vienna, worked
to increase the flow to Is-
rael.
"We categorically deny
that we have contributed
to the plan's failure or
cooperated in any way
with the anti-Israel Ray
Tov organization. How-
ever, any time we can
prevent the success of an
organization with such
an anti-Israel policy, we
will do so."
•Meanwhile, the Greater
New York Conference on
Soviet Jewry (GNYCSJ)
said that communications
received from Moscow
Jewish activists have con-
firmed that a major purge of
their ranks by the
authorities is currently
under way.
According to activists, the
refusniks most seriously
imperiled at the moment
are Pavel Abramovich,
Natasha Khassina and Yuli
Kosharovsky, veteran lead-
ers of the Moscow Jewish
community. Dossiers are
currently being assembled
by the Moscow procurator's
office and it is feared that a
major charge may be filed
against them.

There is also evidence
that the authorities intend
to reveal a "Zionist conspi-
racy" by announcing ac-
cusations against Ab-
ramovich, Kosharovsky,
and Khassina. These three
refusniks have been among
the Moscow Jewish com-
munity's most outspoken
members.

Soviet Emigre
Figure Drops

NEW YORK (JTA) —
Charlotte Jacobson, chair-
man of the Soviet Jewry Re-
search Bureau of the Na-
tional Conference on Soviet.
Jewry, reported that only
368 Soviet Jews arrived in
Vienna in October, the low-
est monthly emigration fig-
ure ever recorded.
The 368 figure repre-
sented a drop from the prev-
ious low of 406 Jews who left
the Soviet Union in Sep-
tember. Of the October ar-
rivals in Vienna, 89 contin-
ued on to Israel and 279
opted to settle in Western
countries.
