Agudat Israel of America
recently sponsored an all-
day conference on the neg-
lect of retarded disabled
Jewish children and adults.
Rabbi Menahem
Lubinsky, director of gov-
ernment and public affairs
for the Orthodox organiza-
tion, told the Jewish Tele-
graphic Agency that the
primary problems of such
Jews were lack of an advo
cate and that no one had
taken the responsibility of
educating the Orthodox
Jewish community about
the existence of the prob-
lem. He said the goal of the
conference was to come to
grips with the two issues.
He said about 400 par-
ents, educators, profession-
als and community leaders
came to the Agudat Israel
Center in Flatbush, to join
in a call for new programs
by the Orthodox Jewish
community for thousands of
retarded and other handi-
capped Orthodox Jews.
The conference was
opened by Dr. Gerald
David, chairman of the
subcommittee on special
education, retardation
and foster care of the
Agudat Israel commis-
sion on legislation and
civic action. The commis-
sion sponsored the con-
ference.
David proposed a number
of proposals to intensify
traditional Jewish educa-
tion among handicapped
Jews and to develop more
positive attitudes toward
them in the Orthodox com-
munity.
Rabbi Solomon Wul-
linger, the Jewish chaplain
at the Brooklyn Develop-
mental Center, again de-
cried the "continued
presence of Jewish children
in Catholic homes because
no Jewish foster care is
available." He said the re-
