"Who dared evoke such
loathsome emotion? Mr
Moynihan was quite right
to describe a 'pattern'; no
one directly shouted 'blame
the Jews' for losing a vote or
a Saudi contract. But too
many in this struggle were
ready to arouse or exploit
base resentments. Too
many made passionate con-
cern for Israel's safety ap-
pear sinister, disloyal to
America.
" It is not.the business of
other nations to make
foreign policy,' said
President Reagan, even as
he opened the capital's
doors for a Saudi prince.
And if the overtone isn't
clear, listen to its elabora-
tion by former Senator
James Abourezk: 'This
turned out to be a major
battle between the
President of the United
States and a foreign lobby
. Hell, Reagan beats his
American opposition a lot
easier than that.'
And if even that in-
nuendo is unclear, hear it
from a master of the art: 'If
it were not for the intense
opposition by Begin and
part of the American Jewish
community, the AWACS
Sale would go through,' said
Richard Nixon. 'This fact
will greatly affect the con-
sequences if the sale fails to
go through'

"Most American Jews op-
posed the AWACS sale, but
so did most other Ameri-
cans; and Israel's security
was only one reason to ob-
ject. Jewish lobbyists waged
a vigorous campaign; in-
deed, they began before the
Israeli government joined
the challenge. But on the
other side, promoting the
deal, was an equally vigor-
ous lobby of weapons mak-
ers, oil companies and Saudi
agents and traders. Neither
side had any special claim
on the 'American interest.'
Neither lacked for 'foreign'
entanglements.
"In fact, American Jews
are not slavish apologists
for every Israeli policy.
Many have been critical of
the bombings of •Baghdad
and Beirut and Israeli
policies in the West Bank.
But even when Jews stand
united, there can be no
tolerance for dark mutter-
ings about disloyalty and
coded complaints about
their influence.
"Jews have as much right
to read concern for Israel
into their view of the na-
tional interest as do Greek
Americans opposing aid to
Turkey or black Americans
demanding opposition to
South Africa's racism. Such
exertions, whether or not
they are persuasive, do not
weaken America. On the
contrary, there" can be no
strong foreign policy that
ignores the combined
yearnings of domestic
interests.
"Those who would
frighten any group out of
the debate erode the rights
of all. Those who summon
the demons of anti-
Semitism against an under-
standably jittery people do
the devil's work. It is they
who betray America?!

even debates-- on issues
that are controversial, Jews
will suffer anti-Semitism
and should therefore be si-
lent, is unworthy of democ-
racy, - and for Jews, histori-
cally discredited advice," he

Saudi Arabia Passes Israel

rael's per capita defense ex-
penditures rose sharply this
year and remain by far the
highest in the world except
for oil-rich Saudi Arabia.
The sum spent for defense
in 1981 was $1,835 for every
man, woman and child in
the Jewish state, up from
$1,333 in 1980.
The Saudis spent $2,664
per capita. The United
States, in contrast, will

On the morning after the
victory of President Reagan
in the U.S. Senate, in its
Oct. 29 issue, the New York
Times similarly ad-
monished not to misjudge
the opposition to the sale.
The editorial stated:
By the most generous re-
ckoning, what Mr. Reagan
has won is some room for
maneuver, an opportunity
to get Saudi Arabia to repay
him with significant dip-
lomatic support in the Mid-
dle East.
"His recent arguments
notwithstanding, the
Saudis have been almost as
recalcitrant as the toughest
Arab adversaries. They not
only denounced Camp
David but worked against it
by contributing to the isola-
tion of Egypt and the in-
transigence of Palestinians.
They have opposed Ameri-
can requests for military in-
stallations in the Persian
Gulf. When pressed, in this
AWACS fight, to demon-
strate that they really ac-
cept Israel, they offered
peace—on the PLO's terms.
"These very arguments
against the AWACS deal
define the ways in which
Mr. Reagan could redeem
what he says is a Saudi
promise of "substantial as-
sistance"' in resolving the
Arab-Israeli conflict.
Leading Jewish organiza-
tions, including the Rabbin-
ical Council of America, the
Synagogue Council of
America, the Zionist Organ-
ization of America and the
Anti-Defamation League of
Bnai Brith, issued state-
ments condemning the in-
jection of anti-Semitism
into the AWACS debate.
Nathan Permutter, ADL,
said the democratic process
would suffer if Jews were to
remain silent.
