Friday, October 23, 1981 13 THE DETROIT JEWISH NEWS Refusniks Make Appeal Burg Refutes NY Times Report, for Assistance on Emigration Affirms Position on Palestinian Autonomy WASHINGTON (JTA) — A group of Soviet Jewish re- ; fusniks have appealed to Congress for help against what they see as a plan by the Soviet government to end emigration. The appeal was presented to Congress by Sein. Charles Mathias (R-Md.), who along with Sen. Alan Cranston (D-Calif.), received the ap- peal during their recent visit to Moscow. The appeal offered "con- vincing proof of an obvious trend not only to sharply diminish Jewish emigra- tion to Israel" but also of "an attempt or even decision ... to stop emigration al- together." The refusniks said their proof included "a sharp upturn in the number of refusals"; a drastic drop in emigra- tion over the last two years; "the waiting period of consideration of applications is unrea- sonably prolonged and in most cases has been stretched to as much as two years and more"; in- vitation affidavits from families abroad are not delivered and many re- fusniks are being ar- rested. The Soviet Jews urged Congress to press for an end to the restrictions on emig- ration and to urge the Soviet government to re- lease all prisoners of con- science and allow them to join their families in Israel. In Geneva the Interna- tional Committee of the Red Cross is reported to be act- ing as an intermediary for an exchange of prisoners be- tween South Africa and the Soviet Union. According to rumors, Soviet Jewish activist Ana- taly Shcharansky may be included in the deal. The ICRC confirmed this week that it had been contacted three weeks ago by the Soviet and South African governments. Dec. 10, Human Rights Day, it was announced by Sylvia Bermack, Bnai Brith Women national chairman for the 11th annual Women's Plea. This. is the second year Bnai Brith Women serves as national convenor for the Women's Plea. Taking the theme, "Our Concern, Their Hope," the Women's Plea will dramatize and publicize the sharp decline in emigration figures, the news of in- creased harassment of re- fusniks by the authorities, and the continued plight of the prisoners of conscience. The Women's Plea is under the auspices of the Leadership Conference of national Jewish women's organizations, in coopera- tion with the National Con- ference on Soviet Jewry and the National Jewish Com- munity Relations Advisory Council. Premier Menahem Begin's meetings with President Reagan in Washington last month or in Cairo when Begin met with Secretary of State Alexander Haig and other American officials at the funeral of President Anwar Sadat. Burg, who was with Begin both in Washington and Cairo, spoke in re- sponse to a report in The New York Times that the Israeli Premier had indi- cated to Americans that Is- rael was prepared to accept certain proposals put for- ward last year by Sol Linowitz, President Car- ter's special envoy to the au- tonomy talks. resumed in Tel Aviv this Burg said that Israel had always favored Linowitz's suggestion that both sides draft a "memorandum of under- standing" on the pro- gress of the autonomy negotiations to date but considered that more negotiations were neces- sary before agreement could be reached on the contents of the memorandum. According to the New York Times story, Begin had promised American representatives attending Sadat's funeral, including former President Carter, that they would be "sur- prised" by the accommoda- tions Israel would offer at the autonomy talks which COHEN week. The Soviets apparently initiated the exchange.
