Japan Endorses Arab-M.E. Peace Plan•
NEW YORK —Japanese
governmbnt officials ex-.
pressed support this week
for a Saudi Arabian peace
plan in the Middle East
which calls for establish-
ment of a Palestinian state
on the Wese).3ank with East
Jerusalem as its capital. --
The announcement was
made during the three-day,
.'unofficial" visit of Pales-
tine Liberation Organiza-
tion leader Yasir Arafat.
Arafat did not fully en-
dorse the Japanese
statement, which called
for Israel's withdrawal to
its pre-1967 border, be-
cause the Japanese also
called for recognition of
the right of "all states" in
the region to live in
peace.
Last week, Arafat visited
Communist China, but won
only limited support from
the Chinese.
Israel categorically re-
jected the eight-point peace
plan for the Middle East
proposed by Crown Prince
Fand of Saudi Arabia last
August. Premier Menahem
Begin's press spokesman,
Uri Porat, said Wednesday
that the peace plan was, in
fact, a formula for continu-
ing the state of war and that
the only acceptable
framework for Mideast
peace negotiations was the
Camp David accords.
Porat's statement was
in response to expres-
sions of support for the
Saudi plan by British
Foreign Secretary Lord
Carrington, current
chairman of the Council
of Ministers of the Euro-
pean Economic Corn-
mhnity (EEC) and Habib
Chatti, secretary - gen-
eral of the 42-nation Is-
lamic Conference. Both
