He said the U.S. would have to talk to the PLO. "At some point it has to happen. I would not want to pick a date today, but in a realistic way, that dialogue has to take place if you're going really to come to grips with the last issues that are on the table," Ford said. Carter said, "There is no way for Israel ever to have an assured permanent peace without resolving the Palestinian issue . . In the Camp David agreement, there is a provision for Jor- dan and Egypt, ,as part of their own delegations, to have Palestinian leaders included. And, of course, the overwhelming portion of the mayors and other local Arab officials in the West Bank and Gaza are mem- bers of the PLO. So I think that Jerry (Ford) is cer- tainly right in saying these discussions have to be done." • Carter went on to warn against stigmatizing the Palestinian people as ter- rorists, "a very fallacious thing to do." He main- tained, "Many of the PLO leaders are very moderate in abhoring terrorism and violence." He said he could not envisage "any possibil- ity in the future . . of the Palestinian world and the Arab world acknowledging any other leadership for the Palestinians other than the PLO." • ,In Tokyo, PLO leader Yasir Arafat welcomed the two former Presidents' re- marks but asked, "I have to ask why they are remem- bering the PLO now? He added that Sadat's death marks "the beginning of the distin- tegration of the plot rep- resented the troika Begin - Sadat - U.S.. ." Abu Ayad, head of El Fatah, the PLO's terrorist arm, said in a Beirut radio broadcast, "We shake the hand that fired the bullets and declare to the whole world that the dubious house of cards has been blown away . . . The shot fired at Sadat was fired at the worst of all stages in Arab history and is proof of the people's vigilance and the evolution of the opposi- tion from the passive steps to the active." - WASHINGTON (JTA) — The U.S. Supreme Court opened the way Tuesday for the extradition to Israel of Zaid Abu Eain, a 21-year- old Palestinian, to stand trial for planting a" bomb that killed two persons and injured 36 in Tiberias in May 1979. Eain has been held in a Chicago jail since August of that year, in which time a federal appeals court af- firmed a lower couft's deci- sion that there was suffl- dent evidence for extradi- tion. • The Supreme Court, by declining to review the dp- peals court ruling, removed the last legal barrier to re- turn Eain to Israel to stand. trial. He may still appeal against extradition to Sec- retary of State Alexander Haig. The accused youth con- tends that there was in- sufficient evidence - to link him to the bombing and that the offense was a political one, except from the existing extradition treaty between the U.S. and Israel. Those arguments were re- jected by the lower courts and, in effect, by the Sup- reme Court when it refused the request for review.
