Orthodox Challenge Plan
to Alter DST Schedule
NEW YORK — The spon-
sor of a bill to extend day-
light savings time to eight
months was asked by the
Commission on Legislation
and Civic Action of Agudath
Israel of America to modify
his bill because it would
"wreak havoc in the praying
schedules of religious
Jews."
In a strong appeal to the
bill sponsor, Congressman
Richard Ottinger, Rabbi
Menahem Lubinsky, direc-
tor of government and pub-
lic affairs Of Agudath Israel
of America, explained if
daylight savings time were
to begin as early as the first
Sunday in March, it would
delay the earliest time for
morning prayer which
would seriously disrupt the
lives of religious Jews who
must leave for work early.
Rabbi Lubinsky said that
a review of sunrise
schedules issued by the U.S.
Naval Observatory point
out that a delay in the im-
plementation of the bill for
several weeks would be ac-
ceptable to religious Jews.
In a letter to Agudiath
Israel explaining his bill,
Congressman Ottinger
said that the measure to
extend daylight savings
time "would result in sig-
nificant energy savings,
according to a study con-
ducted by the Depart-

ment of Transportation
during the 1970s. Such
savings would amount to
roughly 100,000 barrels
of oil per day. I believe
that it is essential that we
reduce our vulnerability
to OPEC blackmail by
taking advantage of this
energy conservation op-
portunity."
In its statement, Agudath
Israel said that religious
Jews need the slight modifi-
cation of several weeks in
March so that their religi-
ous rights are not com-
promised by this bill. .The
bill has already passed the
House Energy and Com-
merce Committee.

Gets New Name,
Reorganization
NEW YORK — The
American Association for
Jewish Education has been
reorganized into a suceessor
agency called the Jewish
Education Service of North
America (JES).
The
reorganization,
based on a 25,2-year study of
the agency, will provide it
with a new structure and
programming focus in ad-
dressing the educational
needs of Jewish com-
munities in the United
States and Canada.
