JERUSALEM (JTA) —
The Cabinet Sunday moved
towards approval of Defense
Minister Ariel Sharon's
new plan for an overhaul of
administration in the West
Bank and Gaza.
While the formal vote was
put off till next week,
Cabinet Secretary Arye
Naor said the "trend" was
clearly in favor of approval
and all ministers who spoke
last Sunday backed the
plan.
Sharon proposes that the
army limit itself to
defense-security functions
while the civilian adminis-
tration be in the hands_of
civilians — including as
many as possible Palesti-
nians, including the highest
levels of administration.

Premier Begin said
Sharon was presenting
the plan .with his full
backing. The army's job
should be to defend and
protect the country, he
said, and not to govern.

One key purpose of the
proposed overhaul is to im-
prove the atmosphere in the
areas as the longstalled au-
tonomy talks get off the
ground again. Sharon re-
ported on the plan to the au-
tonomy talks resumption
session in Cario last week
and said the reorganization
would tangibly contribute
to "confidence-building" in
the areas.

LONDON (JTA) — A
leading British company

which fired one of its senior
Jewish employees while it
was trying to raise Arab fi-
nance has offered to pay him
compensation.
MEPC, Britain's second
biggest real estate com-
pany, made the pledge after
announcing that it would
not contest a court decision
that it fired Anthony Sim-
mons, its former company
secretary, beacuse he was
Jewish. MEPC still denies
that this was its reason for
dismissing Simmons but
said it had been advised by
its lawyers that it should
not take the case further.
Meanwhile, Greville
Janner, MP and president of
the Board of Deputies of
British Jews, called on the
British government to re-
view its attitude towards
the Arab boycott in the light
of the Simmons case.
