Talk WASHINGTON (JTA) — Harold Saunders, who was assistant secretary of state for Near Eastern and South Asian affairs during the Carter Administration, said that a "diplomatic effort" by the United States is needed to achieve progress toward peace in the Middle East. But the Reagan Adminis- tration is not ready for such an effort because it is con- centrating on achieving a "strategic consensus" against Soviet Threats to the Mideast, Saunders told several hundred persons attending the 35th annual NORTHLAND AUTO TRANSPORTERS INC. Saunders, who was mod- erating a panel discussion on "Whether the Peace Process?", said one of the first steps needed to ad- vance the Camp David process, in whose negotia- tions he had played an im- portant part, was to get Is- rael, the Palestinian Liber- ation Organization, Jordan and Syria to make a "clear statement of readiness to negotiate with each other." He said hopefully Egypt and Saudi Arabia would participate. This move would lead eventu- ally to Palestinian self- determination, Saunders said. But Khaul Nakhleh, di- rector of the Institute of Arab Studies and president of the Association of Arab American University Graduates, said for the Palestinians to accept the Camp David process would be "irresponsible." He said the Palestinians cannot allow their future to be de- Call Harold Shapiro The Auto Glass Specialist AUTO"GrAss 241NN. Springborg, Sadat must have the support of Saudi Arabia and the Saudis will not do this if they are denied the AWACS. HAROLD SAUNDERS termined from outside. The subject of the pro- posed sale to Saudi Arabia by the U.S. of AWACS and F-15 enhancement equip- ment also came up during the panel discussion but in a different context than usual. Robert Springborg, an assistant professor of politi- cal science at the University of Pennsylvania, said that for Egyptian President Anwar Sadat to prevent the growth of internal opposi- tion the final Israeli with- drawal from the Sinai in April must be without addi- tional conditions and Sadat must be "reintegrated" into the Arab world. To do the latter, according to Benard Reich, chair- man of the political sci- ence department at George Washington Uni- versity, said that apart from the military aspect, the Israelis believe the AWACS sale reduces its confidence in its position with the U.S. He said the Israelis tend to act when they are secure and will not act if pressed or if they feel insecure. Reich also warned Americans not to hope for an early end to the govern- ment of Premier Menahem Begin. He said polls show that today most Israelis pre- fer Begin for premier and Ariel Sharon for defense minister to any of their ri- vals. In addition, he noted, most young Israelis, who make up one-third of the voters, and Oriental Jews, who are a majority of the population, tend to be hardline and rightwing. What is needed to ad- vance the peace process is another Arab leader, who like Sadat, will demon- strate to the Israelis he wants peace, Reich said. The archeologists believe that this winepress may have been used to process the renowned date wine which was produced for ex- port in Second Temple times and was served, inter alia, on the imperial tables of Rome. The archeologists also unearthed in its entirety a round watchtower 11 meters in diameter. A simi- lar tower was found at the top of Massada, and both have "pigeon holes." The re- searchers believe this tower served a dual purpose of guard tower and pigeon- breeding house. The winep- resses and tower were ap- parently built in the Has- monean era.
