`AWACS Veto Could Hurt Peace Effort'

WASHINGTON (JTA) —
Secretary of State Alexan-
der Haig warned Sunday
that if Congress vetoes the
propoied $8.5 billion sale of
AWACS surveillance
planes and other sophisti-
cated military equipment to
Saudi Arabia it could
"jeopardize" the efforts for
progress toward peace in
the Middle East:
"The participation, good
will of Saudi Arabia in the
peace-keeping process from
this point on is an absolute
essential for success," Haig
said in an interview on the
ABC-TV "Issues and An-
swers" program. He
stressed the help Saudi
Arabia had given the U.S.
during the crisis in Lebanon
earlier this year. "If this
sale were-to fall through,"
he said, "such cooperation
would be jeopardized."
Haig denied that the
Reagan Administration
was angered by Israeli
Premier Menahem Be-
gin's "lobbying" against
the sale to the Saudis. He
said the Administration
understood Israel's
"concerns" and believed
Israeli leaders had the
right and "obligation" to
voice such concerns at
home and abroad. But, he
added, the U.S. has
"broader" respon-
sibilities and "concerns
than the government of
Israel."
The Secretary of State
again rejected the com-
promise proposal suggested
by Sen. John Glenn (D-
Ohio) last Thursday that
the agreement be changed
to include joint ownership
and command of the five
AWACS the U.S. wants to
sell to the Saudis. Glenn,
who made the suggestion
during Haig's testimony be-

WASHINGTON — The
U.S. will host the first in-
ternational gathering of
representatives of the allied
nations of World War II
which took part in liberat-
ing Nazi concentration
camps in 1945.
The conference will be
held Oct. 26-28 at the State
Department.
The nations invited are
Belgium, Canada, Czechos-
lovakia, Denmark, France,
the Netherlands, New Zea-
land, Norway, Poland,
Great Britain, the Soviet
Union and Yugoslavia.

TEL AVIV (JNI) — After
warming-up on 120 U.S.
alligators, El Al plans to fly
about 4,000 Dutch dairy
cows from the Netherlands
to Cairo. The dairy import is
part of an Egyptian scheme
to increase its milk supply
with Israeli agricultural

position to the proposed sale
includes several who have
indicated they might
change their minds. He did
not identify them.
However, five addi-
tional Senators are ap-
parently considering
joining the opposition
move. They have been
identified as Mark Hat-
field (R-Ore.). S.I.
Hayakawa (R-Calif.),
Howell Heflin (D-Ala.),
Mark Mattingly (R-Ga.)
and Ted Stevens (R-
Alaska.).
Meanwhile, Administra-
tion and Pentagon teams
have been briefing indi-
vidual Senators on the
AWACS proposal, and Con-
gressmen have been given
tours of AWACS planes.
At the same time, how-
ever, the proposed sale to
the Saudis ran into more
high--laced opposition.
Former Secretary of State
Cyrus Vance this week
urged Congress to block the
sale, saying it would upset
the military balance in the
Middle East. Former Secre-
tary of State Henry Kis-
singer called the proposal a
mistake, but said it would
be a worse mistake now to
kill the sale.
