Quoting Arnett: "There are occasions when he must sound ultra hard-nosed and cantanker- ous to many Americans, but from this distance it is easy to overlook where he comes from and what his respon- sibilities are. "We have little sense of being beleaguered, of get- ting up in the morning and wondering whether we will survive another day, let alone another month, and this sort of pressure has to narrow your perspective when Election Day rolls around. Menahem Begin might have trouble getting elected to the Michigan Legislature, but that is of no consequence.
