Tough Line Disappears in Warm Reigan-Begin Summit Talks

(Continued from Page 1) negotiations which Begin
Middle East and Persian and Egyptian President
Gulf.
Anwar Sadat agreed
The Administration should resume in Carlo
agreed to send its ambas-
next week. But the Ad-
sadors to Israel and ministration apparently
Egypt to the autonomy did not indicate any U.S.
proposals for moving the
negotiations forward,
perhaps waiting for the
results of the Cairo talks.
Begin gave his assur-
ances that Israel wants to
continue the cease-fire
across the Israel-Lebanon
border, although he
stressed Israel's concern
about the Palestine Libera-
tion Organization rearming
itself in south Lebanon and
- about increased Palestinian
terrorist acts inside Israel.
The Israeli Premier said
that Reagan renewed the
U.S. pledge about not hav-
ing any contacts with the
PLO. Reagan had already
made this clear when he re-
jected Sadat's urging- that
the U.S. open contacts with
the PLO during Sadat's
visit to Washington last
month.

Sadat's visit, the most im-

tween the two men. Begin
repeatedly said he was
"gratified" with his recep-
tion in Washington and has
told people Reagan proved
himself to be "a true friend
of Israel."
In his welcoming ad-
dress and at a toast at a
White House dinner for
Begin, the President
went out of his way not
only to mention the his-
toric trials of the Jewish
people, the struggle for
survival of the state of Is-
rael, but also Begin's own
lifelong efforts on behalf
of the Jewish people and
Israel. He even at one
point mentioned that he
read Begin'i book,
"White Nights," a de-
scription of his impris-
onment by the Soviet
Union during World War
IL
When Begin left for Israel
Tuesday, after calling on
former President Carter in
Plains, Ga. he could see this
friendship formally ex-
pressed through the agree-
ment on strategic coopera-
tion. But its specifics are
still not clear, except that it
may include some stockpil-
ing of U.S. military supplies
in Israel, joint U.S.-Israeli
military exercises and joint
planning against threats
from outside the Mideast.
Begin said he still hopes a
written memorandum will
spell out the agreement
when Israeli Defense Minis-
ter Ariel Sharon comes back
to Washington in November
for talks with U.S. Defense
Secretary Caspar Wein-

berger.

What this threat makes
clear is that anti-Israel ef-
forts will continue within
the Reragan Administra-
tion, particularly in the
Pentagon and among some
State Department profes-
sionals. They intend to use
this threat to push the
AWACS sale and will seek
revenge if they fail.
