Kremlin as Instigator of
Terrorism, Provider of Arms
Aimed at Israel's Destruction

It has never been a secret: the facts emerge in all their
gloom about the Russian role as provider of arms to Israel's
enemies, as the training ground for Arab terrorists who
menace many nations in addition to Israel.
Jack Anderson has exposed the manner in which
Soviet arms are pouring into Lebanon with the aim of
"keeping the PLO strong to hold its own if and when the
bitter factional fighting resumes in Lebanon." Since the
cease-fire went into effect on July 24, according to Ander-
son's researched studies, the following developed:

In early August, a freighter loaded with arms
sailed from Tripoli directly to an undisclosed port
in southern Lebanon. A number of ports in the
area are believed to be under the PLO's control.
In the past few weeks, five transport planes car-
rying munitions flew from South Yemen to
Damascus. The weapons were believed to be de-
stined for the PLO in Lebanon.
The shipment of arms to Palestinian forces in
southern Lebanon has been made possible by the
presence of PLO units in the South Lebanon areas
nominally under control of the United Nations
Interim Force in Lebanon (UNIFIL). At a recent
closed-door briefing for Congress, representa-
tives of the Israeli Defense Forces estimated that
there are more than 600 Palestinians operating in
the UNIFIL area. One State Department official
put the figure at more than 1,000
The Soviets seem determined to strengthen
their ties to the PLO. The organization's leader,
Yasir Arafat, is expected to travel to Moscow
again soon. The PLO's "Voice of Palestine" radio
recently claimed that the Russians were on the
verge of granting the Palestinians full diplomatic
status, with their own mission in Moscow. State
Department officials are not sure the Kremlin will
go that far yet, but do believe the Soviets will
grant the PLO diplomatic recognition soon.

Libya's role in the terrorists' anti-Israel and anti-U.S.
plans also were revealed by Israeli intelligence sources. It
was pointed out last week that massive arms deals have
been made for the Soviet Union to provide Libya with arms
and to give an advance air defense system to Jordan.
It is clear from this that Jordan, in spite of King Hus-
sein's claims, is deeply involved in the Russian anti-West
and anti-Israel manipulations, with Libya in the center of
the schemes.
The latest revelations are that Muammar Qaddafi has
committed himself to pay up to $10 million for Soviet
weaponry, including tanks and war planes. The source
providing this information stated that in return Qaddafi
has agreed for the first time to open Libyan port facilities to
the Soviet Mediterranean fleet.
It is clear that this spells trouble, and the Russian role
in the menacing situation is fully exposed.
Media Analysis Center, quartered in Jerusalem, sup-
plements the latest findings with a researched record of
Soviet-PLO contacts from May through August of this year.

Egypt's charismatic President Anwar el-Sadat exer-
cised extreme power last week. He discharged a religious
pope and thereby invited the anger of the Copts. He cen-
sored the press. He acted fearlessly in the shackling of his
opponents, although it invited trouble.
He did even more: he ordered regulation of 40,000
mosques under his administrative powers. The new order
affecting the religious life of the Egyptians was indicated in
a statement by a religious spokesman for the Egyptian
Ministry of Religious Endowments that only government-
approved clerics would be allowed to preside at prayers on
Fridays, the Moslem Sabbath, treated as a very holy day,
and there would be "more coordination on all matters deal-
ing with sermons, with no politics at all."
Could this ever be applied to the religious conflicts in
Israel?
The latest occurrences in Egypt raise such a question
even though it is inadmissible in Israel's state of affairs.
Nevertheless, it is worth pondering.

It is for this accomplishment alone that the dedicated
communally-minded and Israel-inspired Irwin Green has
merited awards. He has earned all the commendations to be
expressed for him.
