State Department
spokesman Dean Fischer
- said that the Administra-
tion's "operative" policy is a
statement Secretary of
State Alexander Haig made
to two reporters on his plane
while returning home from
Europe on Monday.
This statement, accord-
ing to Fischer, is that "the
failure of the Senate to sus-
tain the AWACS sale would
be a major setback to U.S.
policy in the Middle East."
He added, "It would have
serious implications for
overall policy in the area."
But Fischer denied
there was any "linkage"
between the AWACS sale
and the strategic agree-
ment. He said the Haig
statement did not con-
tradict a statement by
State Department
spokesman Alan Rom-
berg that there was no
strict conditionality be-
twen approval of the
AWACS sale and im-
plementation of the

However, Fischer noted
that rejection of the
AWACS sale would have
implications for "a good
many strategic considera-
tions" in the Middle East.
Fischer said Haig dis-
cussed the AWACS and the
strategic cooperation
agreement with Begin
when the two met in a sur-
prise meeting in New York
on Tuesday shortly before
Begin left the country to re-
turn to Israel. But he said he
could not give any details of
the discussion.
Haig asked for the meet-
ing, postponing until Wed-
nesday a scheduled State
Department reception for
West Berlin Mayor Richard
von Weizsaecker.
The spokesman said the
meeting was held to "review
the results" of Begin's
10-day visit to the U.S. and
Haig's four-day trii, to
Europe, including his meet-
ing in Spain last Saturday
with Crown Prince Fand of
Saudi Arabia.

Sen. Bob Packwood (R-
Ore.), who is heading the
Senate fight against the
AWACS sale, has said that
a "signal" from Begin might
be needed to get Senators
"sitting on the fence" to join
the opposition. But Begin
said he would give no such
"so-called signal" to the
elected legislative branch of
another country. He said,
however, that he would con-
tinue to repeat his view that
the proposed sale endangers
Israel.
The major fight over the
AWACS-sale and enhance-
ment equipment for the
F-15 fighter-bombers being
sold to Saudi Arabia epap-
pears to be in the U.S. Se-
nate, where a close vote is
predicted.
The House of Representa-
tives appears to have a solid
majority opposed to the sale.
The 22 Democrats in the
California delegation sent a
letter to Reagan on Wed-
nesday announcing their
unanimous opposition to
the proposal.
