Backs Amnesty
for U.S. Aliens

NEW YORK — The
American Jewish Commit-
tee-has declared its support
for the granting of amnesty
to resident undocumented
aliens, but has expressed
"reservations" and "con-
cern" about the recent U.S._
Administration proposal
that would require' un-
documented persons to live
in the United States for 10
years before gaining per-
manent status.
Noting that the Adminis-
tration plan would givetm-
documented persons
- "limited access to public
services and no right to
bring in close relatives"
during the 10-year waiting
period, th'e AJCommittee
contends that these
limitations would "result
in the creation of a substan-
tial class of people in a de-
graded social and legal posi-
tion."
Turning to the Adminis-
tration proposal to .place
sanctions on employers who
hire illegal aliens, the AJ-
Committee said that the
"proposal to enact employer
sanctions without a secure
national identification sys-
tem would be unworkable
and Could result in dis-
criminatory practices with
regard to Hispanics and
others."
