Some 11,000 Diaspora
youth are enrolled in sum-
flier camps organized by the
youth department of the
Jewish National Fund.
The camps, located in or
near JNF forests, offer pro-
grams of one week to 40
days in duration including
social and cultural activi-
ties, and study of the region,
settlement, forestation, its
importance and beautifica-
tion.
Nearly 4,000 Israeli
youths from development
towns and underprivileged
neighborhoods joined the
youngsters from the U.S.,

NEW YORK (JTA) —
Housing starts in Israel in
1981 rose almost nine per-
cent over 1980 figures, the
largest jump since 1976, ac-
cording to a report issued
last month by the Builders
and Contractors Associa-
tion in Israel.
Association president
David Stern reported that
70,370 apartments were
built at the end of March
1981, compared with
around 64,000 during the
same period last year.
The increase in housing
construction followed four
years of sluggish building
activity, Stern said. In- 1976,
76,230 apartments were
built; that figure dropped to
60,130 in 1977, slumped
further to 56,480 in 1978;
rose slightly to 64,410 in
1979 and remained at that
level through 1980.
In the third quarter of
1981, Stern put area con-
- struction for apartments
and commercial buildings
at more than 53 million
square feet, a four percent
increase over the same
period last year. He attrib-
uted the gain to renewed
government efforts to meet
pre-determined building
quotas. Stern believes the
number of apartments cur-
rently under construction
should sufficiently meet Is-
rael's housing needs for the
next two years.

TEL AVIV (JTA) — An El
Al pilot, Capt. Michael
Ben-Yosef, said after his re-
turn from a flight from New
York that he had noted
"some shortcomings" in
safety in the area of Ken-
nedy Airport in New York,
as a result of the air traffic
controllers' strike.
He said that from his
many years experience of
flying in and out of the air-
port he had the impression
he knew the area and local
conditions better than the
present temporary control-
lers apparently did.
El Al, like other airlines
flying the Atlantic, has suf-
fered severe delays in its
timetable due to the control-
lers strike.
The chief dispatcher for
the airline said some of its
aircraft were flying "almost
up to the North Pole and
then south to the Canaries"
to get from Israel to New
York.
