Israeli political circles reacted coolly to the an- nouncement. There was no direct reference to the decision, but political sources referred report- ers to the statement Pre- mier Menahem Begin made last Sunday. He said then that the em- bargo "was absolutely un- just and unjustifiable. A wrong was done to Israel, those planes having been denied to Israel for quite a long period." Begin added, however, that President Reagan "will decide to right that wrong, and righting a wrong is doing justice." He also stated that the planes which the U.S. with- held "are not American planes. They are Israeli planes made in America." the Consequently, sources pointed out, Jerusalem was not about to thank the United States for lifting the embargo. Fur- thermore, the sources stressed that Israel had not undertaken any new com- mitments following the lift- ing of the embargo. Israel, they said, had never broken any arms agreement with the U.S. to use the planes for defensive purposes only — according to Israel's defini- tion of defensive. This in- cluded the bombings of the Iraqi nuclear reactor and the terrorist installations in Beirut. Begin also denied last Sunday that the U.S. had ever asked Israel to limit the use of U.S.-made air- craft to "non-attack" purposes. Begin said-that such a request was "out of this world." Israeli Ambassador Ep- hraim Evron also denied that a deal had been made between Israel and the United States which led to the lifting of the U.S. em- bargo. Asked on NBC-TV's "To- day" program whether the decision announced by Haig was related to Israel's agreement to the cease-fire last month, Evron replied: "Certainly not. One thing has got nothing to do with the other." He also asserte that "no deal whatsoever` had been made. According to officials at the Pentagon, the 14 Israeli F-16s are still under flight restrictions because of mod- ifications that must be made. All U.S. Air Force F-16s have been temporar- ily grounded because of navigational computer fail- ure. The sources stated, -"We are not even in a position to guess on when we will have them (the 14 planes for Israel) ready." The officials told the Jewish Telegraphic Agency that the two F-15s at the McDonnell-Douglas plant in St. Louis will depart for Israel after U.S. Air Force and tanker -support has been arranged and when all required preflight tests have been made. "We do not have an exact time yet." Pentagon officials also said they did not have a total figure available for storage costs Israel will be charged for the embargoed planes. Ambassador Evron called the charges "an outrage" last week when he learned that the U.S. wants to charge Israel $13,500 per day storage fees for 10 of the F-16s which were held at -a U.S. airbase in New Hamp- shire. Sports Medicine and Games Begin Oct. 29 in Tel Aviv NEW YORK — The first Israel Medical Games and International Conference on Sports Medicine will take place Oct. 29-Nov. 8 in Tel Aviv. This event will be held under the patronage of the Israel Minister of Health, Tel Aviv University and the mayor of Tel Aviv. It will be conducted under the au- spices of the World Medical Games. The meeting consists of two programs, one scientific and one sporting. The sub- jects of the scientific pro- gram are: The adaptation of - man to extreme climatic conditions; injuries result- ing from physical activity; epidemiology in warm countries. The sports competition includes: track and field, cycling, fencing, golf, pentathlon, windsurfing, squash, football, basket- ball and volleyball. Prizes will be awarded for first, second and third places. All individual events will be classified according to age group. The official lan- guages of the conference are Hebrew, English and French.
