The annual report of the West German security serv- ices released Monday, for the first time officially con- firms that there is coopera- tion between neo-Nazis in West Germany and the Palestine Liberation Organization. It is also the most detailed annual sur- vey of rightwing and leftw- ing extremism in the Fed- eral Republic. The report states that for the first time in many years the National Democratic Party (NPD), which partici- pated unsuccessfully in the recent nationwide par- liamentary elections, is no longer the largest single neo-Nazi organization in the country. But this development, the survey shows, is not indicative of a decline in the number of neo-Nazis since other, even more extreme groups are gainin new ground both in terms of membership and influence. As an example, the report cites the growing influence of the "German People's Union," an organization headed by Munich pub- lisher Gerhard Frey. He is the publisher of the weekly "National Zeitung," the most widely-circulated neo-Nazi publication in the country. Its weekly circula- tion is 100,000 and the union itself has a member- ship of more than 10,000. Its popularity, according to the report, is based on its cam- paign against foreigners living in West Germany and its campaign to grant a gen- eral amnesty for Nazi war criminals. The overall membership of extreme rightwing groups is given officially as 19,800 in 1980, compared to' 17,300 in 1979. Among the 75 known neo-Nazi organ- izations, 13 have more than 250 members. The number of publishing houses spe- cializing in neo-Nazi prop- aganda was 65 in 1980, up from 45 in 1979. The number of violent in- cidents committed by rightwing extremists rose from 97 in 1979 to 113 in 1980. It included the bomb explosion at Munich's Ok- toberfest and other ex- tremist attacks, most against liberal and leftwing groups. outlawed The Wehrsportsgruppe Hoffmann, whose mem- bers receive military training in PLO camps in Lebanon, is classified in the report as having a stronger organizational structure than other comparable organiza- tions. The leader of the Wehrsportsgruppe Hoffmann, Karl-Heinz Hoffmann, is now under arrest in Germany along with other neo-Nazis who were trained by the PLO. former Meanwhile, Chancellor Willy Brandt, who is presently the chair- man of the ruling Social Democratic Party ( SPD), has issued a sharp warning against rightwing ex- tremism and called for an internationally coordinated campaign to combat it. In a statement several days ago commemorating the victims of the bomb exp- losion in Bologna, Italy a year ago, in which 85 people died, Brandt said there are clear indications that rightwing extremists have extended their interna- tional contacts. Brandt's warning is un- derstood here as also refer- ring to the group led by Hoffmann. The former Chancellor assailed the lack of coordination between police in various countries in the struggle against rightwing terrorism. While stressing that legal action alone will not be sufficient to cope with the problem, Brandt said it is necessary to coordinate laws dealing with terrorism and to in- crease cooperation between law enforcement agencies. He also called for interna- tional agreements banning trade and export of Nazi propaganda material. Germany to Change Propaganda Ban At the same time, a West German Federal Justice Minister has reversed the long-standing policy of the ruling Social Democratic Party (SPD), and will not ban propaganda material that was rife under the Nazi regime, including Hitler's book "Mein Kampf," Goeb- bels' anti-Jewish speeches and the notorious anti- Semitic newspaper "Der Stuermer." Justice Minister Juergen Schmude said his ministry is also preparing to ban re- cently published Nazi prop- aganda material, including propaganda imported from abroad. He said he is also preparing a bill that would make it possible for state prosecutors to charge per- sons who either deny or jus- tify the organized murder of Jews and other groups under the Nazi regime. Schmude said his rea- son for reversing the SDP policy was threefold: the amount of original Nazi propaganda material being circulated is rela- tively limited; the trade in this material is mainly among collectors rather than politically-oriented groups; the ban would create problems in the area of scientific re- search into the Nazi era. His announcement in an interview with the leftwing daily Frankfurther Rundschau surprised prom- inent members of his own party, especially since he, himself, recently reaffirmed his support of the ban on original Nazi material. Ob- servers said that Schmude reversed the policy as a re- sult of pressure by rightw- ing elements. * Move Incidents in West Berlin Anti-Semitic incidents, neo-Nazi activity and the use of violence by rightwing extremists has increased considerably in West Be- rlin, according to an official report by the local authorities. The report, I leased this week, said that, some 500 to 700 West Ber- liners are members of or- ganized neo-Nazi groups. In the first six months of this year, 71 incidents of violence attributed to ex- tremist elements were re- ported. In only 29 instances could police identify the persdns involved. The major neo-Nazi organization in West Ger- many, the National Demo- cratic Party, conducts its ac- tivities underground in West Berlin despite a ban against it imposed by the four allied powers in the city — the United States, Brit- ain, France and the Soviet Union. The report also de. scribed as "especially unscrupulous" a rightw- ing West Berlin group called the Viking Youth Organization. This group joined with other ex- tremist organizations in staging protest meetings against the screening in Germany in 1979 of the American TV series, "Holocaust."
