NEW YORK (JTA) —
The number of Jews who ar-
rived in Vienna from the
Soviet Union in July was
779, the lowest figure in
nearly a year. The prior low
point was 770 arrivals in
August of last year.
Meanwhile ; the severe
decline in Jewish emigra-
tion from the Soviet Union
to Israel this year was
blamed on the high per-
centage of dropouts and on
deteriorating relations be-
tween Moscow and Wash-
ington.
According to Avraham
Harman, president of the
Hebrew University and a
former Israeli Ambassador
to the U.S., "Russia is not
prepared for its citizens to
emigrate to the West."
Therefore, the fact that
most Jews leaving the
USSR choose to go to the
United States rather than
to Israel is responsible
for the drastic reduction
in exit visas granted by
the Soviet authorities,
Harman said. He con-
tended that "whoever
wants to see Jews leaving
Russia must demand that
they go to Israel."
Speaking in his capacity
as president of the Public
Council for Soviet Jewry,
Harman noted that the
Soviet authorities allow
"family reunions. It allowed
them in the case of Germans
and Poles and it is allowing
them in the case of Jews.
But it will not encourage
family reunions in the
United States."
He said that lately, the
Soviets have refused even to
consider applications to
emigrate, a new and deeply
distrubing development.
Harman said the cause of
Jewish emigration was also
suffering from the worsen-
ing of U.S.-Soviet ties.
In a related development,
although prisoner of con-
science Anatoly
Shcharansky remains in
solitary confinement in the
notorious Penn labor camp,

Superide '81, the Met-
ropolitan March of Dimes
11th annual bike-a-thon,
will be held Sept. 12 at Belle
Isle and Grosse Ile with
registration and the begin-
ning of the 75 kilometer ride
taking off at 8 a.m.

This cooperation between
the Western Allies was seen
in Washington as reason to
consider the meetings in
Madrid a "success," even
though the conference ad-
journed with the West and
the Soviet bloc deadlocked.
The CSCE will reconvene
for about eight weeks start-
ing in October.

Neo-Nazis Face
Tough Measures
in W. Germany
BONN (JTA) — West
German authorities,
thoroughly alarmed by the
prospects of escalating
rightwing violence, have
begun to take sterner
measures against neo-Nazi
groups and activists, some.
of whom have been linked to
the Palestine Liberation
Organization.
The latest manifestation
of the tougher attitude was
the announcement yester-
day that four neo-Nazis
have been accused by the
terrorist group active
against Jews and for-
eigners. At the same time,
the ruling Social Demo-
cratic Party (SPD) has
moved to tighten legislation
barring neo-Nazi prop-
aganda.
Meanwhile, fuither de-
tails of the long-known
link between the out-
lawed Wehrsports-
gruppe Hoffman and the
PLO were published last
week in the Bonner
Rundschau. The neo-
Nazi organization,
headed by Karl Heinz
Hoffman, was banned
last year after its mas-
querade as a sports club
was exposed.
According to the news-
paper, Hoffman and his
female friend, Franziska
Brinkman, led a group of 16
persons who spent time at a
PLO installation south of
Beirut last year to receive
training in terrorist tactics
and the use of firearms.
