Justice Minister Moshe
_Nissim lashed out at critics
of Israel's bombardment of
terrorist targets in Lebanon
that caused civilian casual-
ties. He claimed they were
motivated by special inter-
ests, not human compas-
sion.
"All those who criticized
us have spilled innocent
blood, purposely hitting
civilian targets," Nissim
said at the opening of the
fifth International Con-
gress of Jewish Jurists and
Lawyers in Jerusalem.

"These headquarters
are purposely set in civi-
lian quarters to enjoy
immunity," Nissim said.
"But there is a limit to
immunity. We are the
first to deplore the losses
of innocent civilians, but
our prime duty is to pro-
tect the security of our
own citizens." He
claimed that more than
one Israeli soldier was in-
jured in the recent fight-
ing because of efforts to
avoid hurting civilians.
Nissim also insisted that
international criticism
would not prevent Israel
from exercising its right to
protect its own citizens.

Kiryat Shmona
Shell Victims
Stage Protest

TEL AVIV (JTA) — Resi-
dents of Kiryat Shmona,
scene of heavy terrorist
shelling and rocketing
across the border, during
July before the cease-fire
went into effect, staged a
general_ strike on Sunday.
They protested delays in
payment by the government
of compensation for damage
and loss of property caused
by the barrages which kept
them in shelters for nearly
two weeks.

nominated town council
has, meanwhile, agreed to
re-instate five municipal
workers dismissed for leav-
ing the township during the
shelling and absenting
themselves from work
without permission.
The municiapl workers
committee and the local
labor council had
threatened to strike if their
colleagues were not im-
mediately reinstated while
investigations were con-
ducted into claims that the
army and police had ordered
all residents to remain
under shelter, thus
encouraging the wide-
spread evacuation of the
town.
