Knesset Endorses Sinai Peace Force

JERUSALEM — The
Knesset on Tuesday
endorsed by a massive
majority the Israel-Egypt-
U.S. agreement setting up
the - Multinational Force
and Observers" (MFO) for
peacekeeping in the Sinai
after Israel's final with-
drawal next year. Likud,
Labor and the religious par-
ties joined together in a
resolution approving the
agreement, leaving only
Tehiya and the Hadash
Communists voting against
it.
Two Likud members,
'ever, abstained. They
..e Prof. Moshe Arens,
chairman of the Foreign Af-
fairs and Defense Commit-
tee in the ninth Knesset,
and newcomer David Ma-
gen, also. of Likud-Herut
and mayor of Kiryat Gat.
They were joined by NRP
hardliner Rabbi Haim
Druckman.
The agreement was to be
signed at a White .House
ceremony today, • with
President Reagan repre-
senting the 'U.S. and the
foreign ministers of Israel
and Egypt representing
their countries.
As part of the agree-
,ment, the U.S. will con-
tinue with its surveil-
lance flights , over the
Sinai. These flights have
been in operation since
1975 and have assisted
the parties in monitoring
the various demilitariza-
tion and limitation-of-
forces zones.
After Israel's final with-
drawal on April 26, 1982,
the flights will extend to
cover "Zone D," the thin
strip on the Israeli side of

the border in which a
limitation-of-forces applies
to the IDF.
The MFO agreement pro-
vides for three batallions of
troops (one from the U.S.)
together totaling not more
than 2,000 men; and air,
sea, logistics and observer
units.
Observers will be Ameri-
can civilians and their duty,
as defined by the treaty is to
police "Zone D."
One of the letters com-
prising the agreement,says
that the U.S. will in the fu-
ture "use its best efforts to
find acceptable replacement
of contingents that with-
draw from MFO" and that
"the U.S. remains prepared
to take those steps' neces-
sary to ensure the mainte-
nance of an acceptable
MFO."
Israeli sources say this
letter confirms and
strengthens the original

commitment
by
President Carter to es-
tablish and maintain the
MFO. The American Un-
dertaking is, in effect,
openended.
But former Foreign
Minister Moshe Dayan, the
man responsible for
negotiating the peace
treaty, warned the Knesset,
during the debate that the
MFO is an integral part of,
and is contingent upon, the
peace treaty, and depends
too on America's ongoing
desire to maintain it. If one
party should abrogate the
peace treaty, said Dayan,
the MFO would have no
more validity, and if Wash-
ington should decide to
withdraw itsi men the force
would melt away regardless
of any wording in any
agreement.

NEW YORK — Washing-
ton's Mayor Marion Barry
brought an enthusiastic re-
port of his first visit to
Jerusalem when he ad-
dressed employees of the
Department of Housing and
Urban Development re-
cently.
Barry said he had been
impressed especially by the .
energy and dedication of
Jerusalem's Mayor Teddy
Kollek, whom he described,
admiringly, as a man of the
'70s. He had also im-
pressed, he said, by the di-
versity of the population
and the city administra,
tion's ability to provide
equal education for all the
minority groups without
pressing for integration.
Barry said he had been
surprised by the large
number of Jerusalemites in
all walks of life who owned a
cooperative or c1111h-
dorninium apartments, a
situation made possible by
generous state subsidies. In
Washington, conversion of
apartments to tenant own,
ership had led to displace-
ment and economic hard-
ships.
