There are generally two reasons advanced for this order of observance. First, there is the general rule that an act which occurs on a daily basis takes prefer- ence to an act which does not occur everyday. The talit is put on every- day while the tefilin are only worn on weekdays and not worn on Sabbaths and holidays. Thus the talit is put on first before the tefilin are donned. The talit is a garment. It was Adam and Eve's state of nudity that reminds us of the sin they committed in Paradise. Their sin had been the ignoring of the commandment given them by the Almighty. Therefore, a garment, such as the talit reminds us of all the commandments of the Almighty. Thus it is given priority.
