"The progress achieved so far must not be lost," Habib told reporters after a 30- minute meeting with the President. "E'veryone in- volved must exercise the greatest care and caution. The end of armed attacks which has been achieved could be a first important step on the road to greater calm and security," he said. Habib said he was at the President's "disposal" and expected to go back to .the area but did not know when. Asked directly if he would be taking up again the issue created by Syrian anti- aircraft missiles in Leba- non, Habib would say only that the cease-fire has "satisfied the immediate requirement." But Habib stressed, "The situation, however, remains fragile and sen- sitive. That is normal and in the nature of such things," he added. He maintained that the cease-fire is in "the inter- ests of all the parties in- volved." He said it was achieved with the help of "responsible _ and cooperative people.", . Asked if Israeli Premier Menahem Begin had been cooperative, Habib replied, "all parties were responsi- ble and cooperative." Sen. Rudy Boschwitz (R-Minn.), chairman of the Senate Foreign Relations Subcommittee on the Near East, said the ceasefire was an extremely importaht de- velopment "and I hope it will hold. It is important that we go beyond it, how- ever, for the ceasefire should not be allowed to be used as a mere pause for the buildup - of supplies and a prelude to renewed vio- lence." He expressed hope "that all parties will take this opportunity to try to work out a long-range solution to the situation in Lebanon, including deescalating the potential for conflict and the strengthening of the central Lebanese government." At the same time, an of- ficial of the National Council of Churches (NCC) praised Habib's role in negotiating the ceasefire "between (the) PLO and Israel." In a cable to Reagan, J. Richard Butler, head of the NCC's office for the Middle East, also urged U.S. contact with the PLO. He stated that "Habib's continued presence in the area underscores the United States' key role in peacemaking in the,Middle East. Habib's accomplish- ment was even more mas- terful since he was pre- vented from negotiating di- rectly with one of the par- ties — the PLO. However, in order to have continued suc- cess in the mediating role, I believe Habib and the U.S. must have open and direct contact with the PLO." Following his meeting with Begin, Squadron said he was under the impres- sion that Israel would not make it a regular - policy of bombing targets located within dense divilian popu- lation centers. However, Begin made no promises re- garding Israel's future pol- icy in fighting the terrorist organizations. Speaking to reporters, Squadron said Israel's bombing of Beirut July 17 would not perma- nently damage relations between Israel and the Reagan Administration nor would it affect Is- rael's relations with the American Jewish com- munity. However, he added, this might have long-term repercussions on Israel's relations with Congress. He suggested that pro- Israel forces in Washington would have to work hard with Congressmen and Senators for many months to come to explain the plight of Israel's border settle- ments in the north during the past two weeks to give the proper background for the Israeli military actions in Lebanon. At the same time, he suggested, Israel should stress its regret over civilian losses in Beirut. He also met with Foreign Minister Yitzhak Shamir. Squadron, who was ac- companied at his meetings by Yehuda Hellman, execu- tive director of the Presidents Conference, flew to Israel July 23 at Begin's invitation after the Confer- ence met in New York where it adopted a unanim- ous statement which urged President Reagan, to im- mediately resume delivery ernment contacts with the PLO for the past six years, since, as the NCC states in its Middle East policy, "The PLO functions as the only organized voice for the Palestinian people..."
