In such an atmosphere the idea of forming a gov- ernment of national unity did not work. Begin in- tends to form a govern- ment on a narrow basis of 61 members of the Knes- set from 120. This gov- ernment will be depen- dent on the religious par- ties — Mafdal, Aguda and Tami of Minister Aharon Abu Hatzeira. The reli- gious parties will succeed in getting religious con- cessions. The leaders of the Aguda demand that bus service is suspended in Haifa on Shabat, the army stop mobilizing girls for military service, enlargement of the financial contributions to yeshivot, widening of the laws forbidding sale of non-kosher meat, conver- sion only according to the religious laws, end of work on Shabat in state enterprises and altering the "Who is a Jew" and "Return to Israel" laws. Such alterations would put hardships on mixed couples coming from the Soviet Union or Western countries, where men or women were converted to Judaism not by Orthodox rabbis. The Aguda demands that only conversions based on the Halakha should have legal validity in Israel. The Liberal Party, which has received 18 mandates thanks to Herut, will not be able to oppose Begin, who negotiates together with the leader of the Liberal Party Simha Erlich with the religious parties. The leaders of the Maf- dal, Dr. Josef Burg and Zevulun Hammer, have appealed to the Maarakh to join a government of national unity. They were ready to promise new elections in November 1982 together with the municipal elections. The leaders of the Maarakh rejected this proposal. The Techiya Group, which is against the peace treaty with Egypt on remov- ing Jewish settlements in Sinai, has declared it was ready to join a government which will, according to its leaders Prof. Yuval Neeman and Geula Cohen, abolish the peace agree- ment. The Mafdal has lost six of its former 12 seats in the Knesset. It was strongly op- posed to a coalition with Tami of Abu Hatzeira (three mandates), but Begin as- serted his influence on the Mafdal to withdraw this demand. The Mafdal in- sisted on one condition: The Ministry for Religious Af- fairs would be given to the Mafdal and not to the pre- sent Minister Abu Hatzeira. He will most probably get the Ministry for Welfare and Labor. Even before the new gov- ernment had been formed, the young Knesset member of Herut Ronny Milo de- clared, that TV journalists, who had "served" the Maarakh during the elec- tion campaign should be ousted. Government em- ployees, who hold "red membership cards" of the left parties should be sac- ked. He also threatened with sanctions against journalists of the Israeli newspapers, who wrote against the Likud. These demands were met with a stormy reac- tion in Israel and the leaders of the Histadrut announced that they would give professional protection to any gov- ernment employee threatened with dismis- sal because of his politi- cal views. Also the Israeli press condemned these threats strongly. Prime Minister Begin had also rejected this idea. The General Secretary of Mapam Victor Shemtov announced that Mapam would fight such sanc- tions with all force. It is expected that Prime Minister Begin would form his new cabinet within two weeks. It will most probably be a cabinet of 16-18 mem- bers. Vice Prime Minister will be Erlich; Arye Sharon, Minister of Defense; Yizhak Shamir, Foreign Minister; Yoram Aridor, Finance Minister; Yizhak Modai, Commerce and Industry; Dr. Burg, Interior, Religion, Police and Tourism; Zevu- lun Hammer, Education; Moshe Nisim, justice; Day' Levy, Housing and Absoi tion; Eliezer Shostak, Health; Yitzhak Berman, Energy; Aharon Abu Hat- zeira, Social Welfare and Labor; Aharon Uzai, Ag- jriculture; Haim Landau, Communication; Yakob Meridor, Minister without Portfolio; Abraham Sharir, Post; David Shifman, Vice Minister for Communica- tions; Pessach Gruper, Vice Minister for Agriculture. This is an unofficial com- position of the future gov- ernment. The Israeli daily Haaretz published a strong article against the nomina- tion of Ariel Sharon as Minister for Defense argu- ing, that he would get into conflicts with the general staff. Also the Liberals and Mafdal oppose this nomina- tion, but it looks, as if Prime Minister Begin has made up his mind in this matter and will insist in transferring the Ministery of Defense into the hands of Ariel Sha- ron. Hadassah Invites Ida Nudel to Receive Award at Parley NEW YORK (JTA) — Ida Nudel, Soviet Jewish pris- oner of conscience, who has been exiled to Siberia for aiding the families of im- prisoned Jewish dissidents, whose rights she has de- fended, has been invited by Hadassah to attend the opening session of its 67th national convention, Aug. 9 in New York, to accept per- sonally the organization's highest honor, the Hen- rietta Szold Award. The national convention will be held at the New York Hilton Hotel, Aug. 9-12. More than 3,000 delegates and guests representing 370,000 members in 1,600 chapters and groups from every state and Puerto Rico are scheduled to attend the four-day convention, which will be preceded by the na- tional board meeting opene- ing Aug. 5 Elena Fridman, Ida Nudel's sister, has been in- vited by Hadassah to come from Israel to be with Miss Nudel, and to accept the Henrietta Szold Award on behalf of her sister if Miss Nudel is not allowed to come. Sponsored by the Weizmann Institute of Science, the symposium brought together some 100 scientists who discussed the complex flow of electric cur- rents associated with chem- ical processes and the use and storage of energy in liv- ing organisms.
