UNITED NATIONS
(JTA) — A United Nations
spokesman said that the
text of a study on Israel's
nuclear weapons capability,
under preparation by an in-
ternational panel selected
by Secretary General Kurt
Waldheim, "has not yet
been finalized, so that its
precise contexts have not
yet been established."
The report will be pub-

early August, he said.
The New York Times re-
ported that a "draft report
written May 12" by the
panel, which was named in
response to a General As-
sembly resolution adopted
in 1979, has concluded that
Israel can make nuclear
weapons "within a very
short time."
But the study added, ac-
cording to the Times, that
Israel's policy of "deliberate
ambiguity" makes it im-
possible to determine
whether Israel actually pos-
sesses bombs.
According to the
Times, the panel calcu-
lates that "Israel may al-
ready have enough
weapons-grade material
for making several
bombs comparable to the
bomb dropped on
Nagasaki," in 1945. The
panel also estimates that
Israel's Dimona reactor
could have produced
enough weapons-grade
plutonium for 10 to 15 nu-
clear weapons.
Israeli diplomats said
they have not seen the
panel's draft report. Israel
did not cooperate with the
panel. The UN spokesman
said that Waldheim has not
see "either the present text
of the study or the prelimi-
nary text dated May 12."

LOS ANGELES (JTA) —
Rep. Paul McCloskey Jr.
(R-Calif.) has come under
heavy fire from the Anti-
Defamation League of Bnai
Brith for publicly charging
that American Jews "con-
trol the actions of Congress"
with respect to the Middle
East.
McCloskey, who is ex-
pected to challenge fellow
Republican S.I. Hayakawa
for the latter's Senate seat
next year, made his re-
marks in a speech to retired
naval officers in San Diego
last week.
"We've got to overcome
the tendency of the Jewish
community in America to
control the actions of Con-
gress and force the
President and the Congress
not to be even-handed" in
the Middle East, McCloskey
said.
Morris Casuto, director
of the ADL office in San
Diego, charged that
McCloskey "maligned
American Jews" with
"inaccurate and de-
famatory statements."
Casuto dismissed as "er-
rant nonsense" the conten-
tion that members of Con-
gress are controlled by sup-
porters of Israel. "The worn
old charge that the Jewish
community controls Con-
gress, the President and the
foreign policy of the United
States is an insult to the
Jewish community and in-
deed to the American pub-
lic," Casuot said.
He accused the 54-year-
old Republican of "repeated
attacks on the Jewish com-
munity" which "call his
judgement and understand-
ing of the American politi-
cal process into question."
McCloskey stood by his
charges. At a press confer-
ence later, he said, "We
have to respect the views of
our Jewish citizens but not
be controlled by them." He

ADL Blasts Sen. McCloskey
on 'Jewish Control' Remark

JERUSALEM (JTA) —
More than 225 people in
Jordan have been hos-
pitalized with cholera and
five people have died as a
result of the illness since the
epidemic broke out last
week.
The first case of cholera
was detected in the Kalan-
dia refugee camp near
Ramalla, but the 70-year-
old Arab resident of the
camp, who returned from a
visit to Jordan last week,
was reported to be out of
danger.
Israeli health authorities
have warned both West
Bank and Israel residents to
take special precautions by
washing and disinfecting
fruit and vegetables from
the West Bank and Gaza
areas where organic fer-
tilizers and drainage water
are used for irrigation.
At the same time, heads
of health services in Judea
and Samaria met this week
for an emergency session
and set up special medical
teams to curb the spread of
the epidemic.

criticized Israeli Premier
Menahem Begin for al-
legedly calling on Moral
Majority leader Jerry Fal-
well to seek support for Is-
rael'S June 7 air raid that
destroyed Iraq's nuclear
reactor.

Later in the day he told
another group, repor-
tedly mostly Jews, that
"Somehow we have to
approach Israel as a na-
tion and not as a golden
myth that can do no
wrong."
David Nussbaum, execu-
tive director of the Jewish
Community Relations
Council of San Diego,
charged that McCloskey's
remarks "smack of tradi-
tional anti-Israel rhetoric."
