New Spanish Charter Grants
Full Religious Rights to Jews

MADRID — The Jews of
Spain are due to receive a
new "charter of full reli-
gious rights," through legis-
lation called the most lib-
eral ever known during
their 2,000-year history in
this country.

tection of Jewish religion
and culture will become

greater in Spain than in
many countries with long-
standing liberal traditions,"
said Samuel Toledano, sec-
retary general of the federa-
tion of Jewish communities
of Spain, and chief
negotiator in the drafting of
the legislation.
Many
precepts
of
Judaism are given legal
recognition under the new
law, and the organized
Jewish community is
granted legal authority to
conduct religious-based
facets of daily life. Among
the rights being extended
are those affecting educa-
tion, family status and
property, taxation, jobs and
the position of rabbis.
A notable feature of the
new law is the establish-
ment of equal status for

supremacy.
Jews, synagogues and
rabbis will have exactly the
same rights, privileges and
protection as Catholics,
churches and priests, even
though Jews make up a
minority (about 12,000) of
Spain's population of some
38 million.
Some of the features of
the new law are unique
among the legal codes of
modern nations with
Jewish citizens. For in-
stance, Jewish law of kas-
hruth is specifically recog-
nized, and the "kosher" cer-
tification on food products is
placed under control of
Jewish community
authorities. Its Board of
Rabbis wil
make legally enforceable
rules, and take action in
cases of unauthorized label-
ing. Rabbinical shekhita
ritual slaughtering, is also
legally authorized.
Military and civil service
personnel who are Jews will
have rights to be excused
from duty on Sabbath and
religious holidays. Exam-
inations at schools and col-
leges, or for jobs and for pro-
fessional licensing are not
to be scheduled on such
days.
In radio and television,
mainly operated by the
state, the Jewish corn-
munity is to have equal
time. In public schools,
there is to be freedom of
choice of religious in-
struction,'or none at all.
Jewish subjects are to be
taught by Jewish
teachers whose qualifi-
cations are to be deter-
mined by the Jewish
community.
Jewish cultural objects
and historic artifacts are to
be protected and preserved
as part of the national pat-
rimony.
State recognition of rab-
bis will give them the same
privileges and immunities
as priests, including access
to hospitals, prisons and
military installations, and
the immunities of court tes-
timony. In marriage, a rab-
bi's certification of religious
ceremony will have com-
plete legality without a civil
ceremony and will be regis-
tered by secular authorities.
The Jewish community
already has complete free-
dom to establish its own
school and is curriculum is
officially recognized. But
tax examptions and de-
ductions are to be allowed
for contributions to reli-
gious schools and other reli-
gious and social activities of
the community.

Israeli Branch
for U.S. Firm

MIGDAL HAEMEK
(JNI) — National Semi-
Conductor, an American

plant in Migdal Haemek in
