Israeli Elected
to Top ILO Post
GENEVA (JTA) — Gi-
deon Ben Israel, the Histad-
rut delegate to the Interna-
tional Labor Conference
here, has been re-elected to
the governing body of the
organization for .another
four year term.
The election is considered
an important victory for Is-
rael as the Arabs made all
possible efforts to have the
Lebanese delegate elected
in place of Ben Israel.
This year the Arabs did
not present an anti-Israel
resolution at the confer-
ence, as they have done
previously.
Begin Clarifies Statement
Concernirig Habib Mission
JERUSALEM (JTA) —
Premier Menahem Begin
did not intend to lay down
any "ultimatum" when he
said Sunday that if U.S.
special envoy Philip Habib's
mission did not make pro-
gress Israel would resort to
other means to remove the
Syrian anti-aircraft mis-
siles from Lebanon. This
was clarified Tuesday by
Begin's spokesman, Uri
Purat in the wake of angry
public response from the
U.S. State Department to
Begin's original remarks.
At an election rally in

mon effort on their part, but
it also increased the danger
that they would use the
threat of the Israeli enemy
to paper over their dif-
ferences," he said.
Referring to Israel's air
attack on Iraq's nuclear
reactor June 7, Saguy said
the operation had required
"exact and detailed intelli-
gence." But he insisted that
Israel had received no in-
telligence assistance from
the U.S.
In a related develop-
ment, Israel acknowl-
edged this week that a
pilotless aircraft failed to
return from a photo-
reconnaissance mission
over Lebanon and Syria
and presumably was shot
down. Damascus radio
reported earlier that the
drone was hit and
crashed northeast of
Damascus.
It was at least the fourth
such Israeli aircraft
brought down by the Sy-
rians since the crisis over
anti-aircraft missiles in
Lebanon began last month.
Pilotless planes do not
carry the electronic equ'

passengers and crew aboard
was forced to make an
emergency landing at a
military airfield in central
Turkey this week following
a bomb threat received by
the pilots while in mid-air.
One passenger was injured
during the landing.
