D.C. Protest Commemorates
Leningrad Trial Detainees
WASHINGTON (JTA) —
About 100 persons demon-
strated across from the
Soviet Embassy here Mon-
day to mark the 11th an-
niversary of the Leningrad
hijack arrests and to protest
the continued imprison-
ment of the last two defen-
dants, Yuri Fklerov and
Alexei Murzhenko, both
- non-Jews.
In a related development,
e trial of Soviet Jewish ac-
tivist Viktor Brailovsky
opened last week in the
Lublinsky Peoples Court in
Moscow.
Brailovsky, a cybernetist,
is charged with crimes
against the state and de-
faming the Soviet Union
and its social system. Vla-
dimir Prestin, a 10-year re-
fusnik, has been summoned
to appear as a witness.
Brailovsky's wife Irina
was told by the judge that
he was offered defense
counsel selected by the
Moscow College of Advo-
cates, but that he had re-
fused. She has not been
permitted to see her hus-
band who remains in jail
pending trial.

In Jerusalem, new statis-
tics on noshrim, the Soviet
Jews who choose to go to the
West rather than to Israel,
have renewed the debate
over the policy of U.S.
Jewish federations to allow
Soviet Jewish emigrants
freedom of _choice on where
they will settle.
According to figures pre-
sented at the Brussels Con-
ference on Soviet Jewry,
Soviet authorities have
been reducing emigration
in rough approximation to
the noshrim rate.
In 1980, 97 percent of
Soviet Jews emigrating
from Odessa chose to go to
the West rather than to Is-
rael. The Soviets have re-
duced the number of exit
visas for Odessa Jews by 85
percent this year. Similar
figures were found for other
cities:
Kiev — 95.9 percent
neshira, visas reduced
92.5 percent; Charkov —
90.6 percent percent
neshira, visas reduced
88.3 percent; Moscow —
86 percent, 90 percent;
Leningrad — 86, 88; Riga
— 65, 74; Vilna — 34, 51;
Kishinev — 34, 43; -Tiflis —
32, 54.

World Zionist Organization
Information Department,
said these figures change
the noshrim debate.
Eyal said that the prob-
lem of getting the Jews out
of Russia took precedence
for many over the problem
of where the emigrants
should settle. Now the
Soviets are linking where
the emigrants settle to how
many Jews can leave Rus-
sia.

arrested last week on
charges of possession of a
Torah stolen from the
Kehila Kedosha Jamina
synagogue on Broome
Street, also on the Lower
East Side.
Levy was arrested in his
shop on Essex Street while
attempting to buy three To-
rahs stolen in November
1980 from a young man who
was cooperating with the
authorities.
Levy was also found in
possession of stolen Torah
cases, breast plates and
crowns.
