Habib Returns to the Mideast

WASHINGTON (JTA) —
Philip Habib, President
Reagan's special envoy to
the Middle East, is back in
the area.
David Passage, a State
Department spokesman,
said Habib will first go to
Europe prior to his arrival
in the Middle East.
Meanwhile, the White
House announced that
President Anwar Sadat of
Egypt has accepted an invi-
tation from President Re-
agan to visit Washington
Aug. 5-6 and that Premier
Menahem Begin of Israel
agreed to come Sept. 9-10,
assuming he is still in office.
White House spokes-
man Larry Speakes said
the invitation to Begin
would apply to his suc-
cessor if Begin's Likud
party is defeated in the
June 30 Knesset elec-
tions.

Habib was sent to the
area by the President in an
attempt to prevent fighting
from breaking out between
Israel and Syria over the
placing of Syrian SAM-6
anti-aircraft missiles in
Lebanon.
On his return to Wash-
ington last week, Habib re-
ported to Reagan and Secre-
tary of State Alexander
Haig, and has met with
Congressional leaders and
representatives of the par-
ties involved.

Connecticut
May Outlaw
Extremist Camps

NEW YORK — Legisla-
tion outlawing paramilit-
ary training camps run by
the Ku Klux Klan and other
extremist groups has been
passed by the Connecticut
state legislature and has
been introduced in eight
other state legislatures, ac-
cording to • the Anti-
Defamation League of Bnai
Brith.
The eight states in which
the paramilitary training
bill has been introduced are
California, Colorado,
Florida, Georgia, North
Carolina, Pennsylvania,
Texas and Wisconsin. The
legislation is also scheduled
to be introduced in Idaho,
Massachusetts, Michigan,
Nevada and Rhode Island.
The statute calls for im-
f prisonment and/or fines
against those found guilty
of operating paramilitary
camps or receiving training
there.

New Ties for Saudis, Soviets?

Western diplomats have
told United Press Interna-
tional that Saudi Arabia
and the Soviet Union are
secretly negotiating to re-
establish diplomatic ties.
The two ,countries have
not had diplomatic relations
since prior to World War II.
The diplomatic sources
told UPI that Syrian and
Kuwaiti officials are han-
dling the contacts between
the two countries. The
sources said that the con-
tacts have been kept secret

so as not to jeopardize the
Saudis' request for superse-
cret AWACS radar aircraft
from the U.S.
The report said that the
brother of President Hafez
Assad of Syria has been in-
volved in the negotiations.
