Nevertheless, he went on
to say, the Reagan Adminis-
tration is "the most sym-
pathetic" to Israel of any
Administration "in recent
memory."
Referring to the Lebanese
crisis, Sen. Moynihan said
that the new emplacement
of Syrian missiles is a "di-
rect and immediate threat
to the viability of Israel."
The missiles have been
moved into the "air space of
the Israeli air force," he as-
serted.
The senator added that
the Lebanese missile
crisis "did not come from
Israel. It came from the
deliberate forward
movement of Soviet arms
through a Soviet client
state."
The Syrian missile move,
Sen, Moynihan said, is
harmful to the interests not
only of Israel but to those of
Egypt, the U.S. and "all
democratic societies."

have worked in the Ad-
ministrations of four
Presidents and have seen
the Soviets test a new Ad-
ministration time and time
again."
"We must not give one
inch, we must not reward
aggression," he declared.
Israel, the senator said,
is the only obstacle that

stands in the path of
Soviet encirclement of
the Persian Gulf area,
from Afghanistan to
Ethiopia.
"Except for Israel, the
Russians have effectively
surrounded the Persian
Gulf," he said.
As serious as are the
threats to Israeli security
from the proposed AWACS
sale and the Syrian missile
crisis, he went on, there is a

threat "more enduring,
more dangerous, because it
is less perceived."
"It is the attempt to de-
legitimize Israel in the
United Nations," he said.
The senator said that
anti-Israeli actions taken
by UNESCO and the UN
General Assembly are
rooted in "totalitarian
power based on the big
lie."

Israel to Halt Hebron Settlement

JERUSALEM (JTA) —
The Israeli government will
put a brake on Jewish set-
tlement in Hebron. Deputy
Defense Minister Mor-
dechai Zipori who visited
the West Bank town last
week said that for the time
being there will be no more
settlements there.
His statement came on
the heels of protests by locl
Arabs that Jews were con-
tinuing to occupy property
despite a Cabinet decision
to the contrary.
The Cabinet agreed to
halt all settlement work in
Hebron pending a debate on
the issue by the Knesset
Foreign Affairs and Secu-
rity Committee demanded
by Deputy Premier Yigael
Yadin. But acting Mayor
Mustafa Abdul. Nabi
Natshe complained to the
Military Governor, Manoah
Zehavi, last week that sur-
veyors were working in the
old Hebron market place.
Premier Menahem Begin
said that he "did not know"
of such work.
Jewish settlement in
Hebron began two years
ago when a group of
women and children
from neighboring Kiryat
Arba, a Gush Emunim
stronghold, took over a
building in the heart of
the Arab town that had
once served as a Hadas-
sah center. The squatters
ignored government or-
ders to evacuate the site
and • the government
eventually acquiesced to
the take-over.
More recently, two other
buildings in Hebron were
occupied by, Kiryat Arba
families on grounds that
they had always been
owned by Jews. One was
unoccupied and the other
was taken over when the

As Crisis Eases

TEL AVIV (JTA) —
Foreign correspondents
from the U.S., Europe and
Japan seem, to think the
risk of war between Israel
and Syria has receded.
Scores of reporters and
TV and radio crews who
squatted in the Israeli bor-
der town of Metulla for two
weeks hoping to "cover the
war" have now left the
town, taking their tons of
equipment with them. They
told hotel and cafe owners
the "story" had moved away
from the border as they
were sure a diplomatic solu-
tion would be found to the
missile crisis'

ence they might find them-
selves "outside the munici-
pality and perhaps even
further away."
Natshe has been acting '
Mayor since Mayor Fand
Kawasme of Hebron was
deported a year ago follow-
ing the ambush slaying of
six yeshiva students in
Hebron. He told the Sup-

reme Court that he feared
he, too, might be deported
"at any moment."
The New York Times
printed a story this week
listing Arab charges
against the Jews in Hebron.
The Arabs say armed
Jewish settlers make secu-
rity checks in the town,
break windows in stores and
pressure Arabs to move
from rented quarters.

distributed petitions oppos-
ing the sale of the AWACS.
Long is co-sponsor of a reso-
lution disapproving the sale
and his office announced
that Rep. Norman R. Lent
(R-N.Y.) is now primary
sponsor of the resolution.
Meanwhile, a survey by
ADL of the 50 largest
American newspapers
shows that 40 have
editorialized about the pro-
posed AWACS sale. Thirty-
four opposed the sale, five
were in favor and one news-
paper took no position in its
editorial.
Thirty-five papers com-
mented on enhancement
equipment for the Saudi
F-15 jet fighters. Twenty
opposed the sale of addi-
tional equipment, five fa-
vored the sale and five took
no position.
