divert their attention

This is the regime that
has helped to keep Arabs

nanced terrorism directed
at Israel and the West. This
is the regime that barbar-
ously and publicly executed
a princess who dared to fall
in love with a commoner.
This is the regime that is
holding the developed world
at ransom with extortionist
policies of oil blackmail.
This is a regime whose tiny
ruling clique owns some $50
billion in overt reserves in
the U.S. monetary system,
and more than $500 billion
hidden, a regime that could
precipitate panic and eco-
nomic disaster in the U.S.
tomorrow if it so wished.

Toward such a regime,
which has no legitimacy
in terms of representa-
tive government or re-
spect for human rights,
there are only two
policies possible. There is
the policy pursued so far
by our State Department,
more suitable for crawl-
ing than walking. And
there is the policy
suggested by Mr. Begin's
undiplomatic truth-
telling: to recognize that
the dynasty ripping off
the tribesmen of Saudi
Arabia and blackmailing
the civilized world has no
real moral or political
strength.
The only interesting
question is when and under
what circumstances it will
pass into the limbo of his-
tory. Will it be through a
Russian-inspired and
mounted dictatorship, or
will it be through a transi-
tion from feudal despotism
to a constitutional monar-
chy?
The setting within which
Saudi Arabia might possi-
bly make the right transi-
tion is in widening the scope
and area of the Israel-
Egyptian peace process. The

wrong setting is Lebanon,
where a Syrian invasion has
now clearly moved from the
pretense of "peace-keeping
force" to colonial conqueror.
In Lebanon, the Saudi re-
gime can do nothing but fol-
low the usual line of reduc-
ing and (they hope) destroy-
ing the Jewish and Chris-
tian islands that have no
place in an Islamic
monolith. In expanding the
Israel-Egyptian peace,
something which every eco-
nomic and military pres-
sure of the U.S. government
should be directed toward,
there is a chance to get the
Saudis looking forward to
peaceful change rather than
backward (with, in due
time, an inevitable explo-
sion).
And while we watch to
see what way the turn is
made, and even what way
the State Department is
going to direct its
energies, let us continue
pressuring this Adminis-
tration to get the country
out of hock to predators
so desperate and so
dangerous.
Wise governments, like
that of Denmark for in-
stance, have a very clear
limit on the amount of fi-
nancial and economic con-
trol surrendered to foreign
investors. In this country
we are already far down a
dangerous slope. Will the
Reagan Administration
take the necessary meas-
ures to free our country
from the hold the Saudis
and their allies have on its
finances and economy?

WJC Commission
to Fight Rising
Anti-Semitism

LONDON — A worldwide
commission for combatting
the increasing manifesta-
tions of anti-Semitism has
been established by the
World Jewish Congress
(WJC) following a two-day
meeting of the WJC Execu-
tive in London.
The commission will di-
rect the work of the World
Jewish Congress in the
fight against anti-Semitism
in co-operation with the
Jewish communities in var-
ious countries. The commis-
sion will be assisted by the
Institute of Jewish Affairs
in London, the research arm
of the World Jewish Con-
gress.
The executive also heard
and approved a 10-point
program of action for the
coming year, which in-
cludes WJC work in support
of Israel; the fight against
anti-Semitism; action for
Soviet Jewry and relations
with East European com-
munities; activities related
to Latin America; the gen-
eral fight for human rights;
relations with other faith
communities; representa-
tion at international
forums; contacts with the
Third World; support for
Jewish communities in dis-
tress; and advisory services
to member communities.
