State Dept. Denies Contact
With PLO on Lebanon Crisis

Mayors of southern Spanish
cities who had planned to
study problems in the ad-
ministered territories as
guests of Nablus Mayor
Bassam Shaka later this
month, were refused visas
from the Israel Tourist
Office.
Authorized
Israeli
sources expressed amaze-
ment that "mayors from a
country with no diplomatic
relations with Israel would
form ties with the PLO and
be used for Arab prop-
aganda against Israel."
Despite such reports, the
PLO representative in
Madrid convinced six of the
10 participating mayors to
apply for visas.

WASHINGTON (JTA) —
The State Department re-
fused to publicly say
whether it had sent a mes-
sage to the Palestine Liber-
ation Organization through
United Nations Secretary
General Kurt Waldheim
urging restraint in Leba-
non.
David Passage, a State
Department spokesman,
said that because of "the de-
licate nature of the situa-
tion in Lebanon and the de-
licate nature of the negotia-
tions" being conducted, the
United States was unwill-
ing to "be specific about the
contacts" it has been having
over the situation in Leba-
non.
But Passage stressed "I
am neither signalling a
change in policy on this (the
PLO) nor has there been a
change of policy." The U.S.
policy on the PLO since
1975 has been that it will
not have any contacts with
the PLO until it accepts Is-
rael's right to exist and UN
Security Council Resolu-
tions 242 and 338.
A UN spokesman said
Friday that Secretary of
State Alexander Haig
had sent a message to
Waldheim, asking him to
contact the PLO and urg-
ing it to exercise restraint
in Lebanon.

did not contain a specific
message to the PLO, but
rather referred to all parties
concerned in the Lebanon
crisis.
The source also said that
it was expected that Wal-
dheim knew that one of the
parties he should contact
was the PLO.
The U.S. has said from
the beginning of the current
Lebanon crisis that the PLO
has been contacted by par-
ties which have influence
with it.
Special envoy Philip
Habib, after meeting for
45 minutes Friday with
President Reagan to re-
port on his mission to
cool the crisis over Leba-
non, urged all parties in
the area to "behave with
restraint."
While Habib, who was to
return to the Middle East
this week, did not single out
any one country, it was ap-
parent that he was aiming
at the involvement of Li-
byan troops in Lebanon as
much as at the recent Israeli
attacks on Palestinian ter-
rorist bases.
Passage said that any di-
rect involvement by Libya
in Lebanon "is strongly de-
plored" by the United
States. While Passage
would not directly confirm
that Libyan troops are in
Lebanon, he said that "we
do not have any reason to
doubt reports" that the Li-
byans are there.
He said about 150 Libyan
troops are believed to be in
Lebanon, most of them in-
volved with the missile bat-
teries. It was these batteries
that were attacked by the
Israel Air Force.
Secretary of State Ale-
xander Haig told a foreign
policy conference this week
that there is a time limit for
the Habib mission. But a
State Department spokes-
man said that does not
mean there is a deadline.
In a related develop-
ment, the United States
declared that it has not
given any "green lights"
for Israel air raids on
Palestinian bases in
south Lebanon. Dean
Fischer, the State De-
partment spokesman,
also indicated that the
raids have a harmful af-
fect on the efforts of
President Reagan's spe-
cial envoy, Philip Habib,
to find a peaceful solu-
tion to the current crisis
over Lebanon.
Meanwhile, Soviet
President Leonid Brezhnev
says the crisis in Lebanon
has put the Middle East on
the brink of war.
He called for a new inter-
national conference with
the Palestinian Liberation
Organization as an equal
partner.
In Jordan, King Hussein
denounced Israel for its part
in the crisis over Syrian
missiles in Lebanon.
