Allen said that the United States' "determination to oppose terrorism in no way contradicts our support for human rights." This state- ment was greeted with more chants. Allen stressed that the foreign policy of the U.S. is essentially linked to human rights. Dr. Seymour Lachman, chairman of the Greater New York Confer- ence on Soviet Jewry, said Allen's appearance was the highest Presidential repre- sentative sent to a gather- ing of this kind. Lachman also said that "this is the biggest demonstration for Soviet Jewry" in the history of the demonstrations. Actress Jane Fonda, in what was believed to be her first appearance at a rally for Soviet Jews, said that Ida Nudel, now serv- ing a prison term on trumped-up charges of hooliganism, had been convicted for "fighting for the right of Jews to emigrate." Gov. Hugh Carey of New York, Yosef Mendelevich and Mayor Edward Koch also spoke. Koch announced that a street would be named for Shcharansky "to serve as a reminder of the persecution of men and women" who battled for freedom. Near the close of the rally, some 20 members of the Jewish Defense League demonstrated on Fifth Ave- nue in front of the office of 'Aeroflot, the Soviet airline. A bottle was thrown at the window which was appar- ently shatterproof. Nothing happened to the window but the bottle broke. Max Ambassador Kampelman, chairman of the U.S. delegation to the Madrid Review Confer- ence of the Helsinki Ac- cords, said Tuesday night that in spite of the efforts of the conference, little improvement has been achieved in regards to human rights practices in the Soviet Union. Kam- pelman and Prof. Telford Taylor were presented the annual Solidarity Awards of the National Conference on Soviet Jewry as part of its three-day policy confer- ence in New York. Kampelman said that in spite of the work done at the Madrid Conference, "there have been 46 arrests of human rights activists and no increase in the departure of Jews" from the Soviet Union. He noted that in 1980 alone, 242 Jews and non-Jews were arrested by Soviet authorities, repre- senting "the largest number of arrests *in the Soviet Union (of this kind) in 15 years." Kampelman noted that at the first review conference in 1978 in Belgrade, Yugos- lavia, only the United States mentioned the plight of dissidents in the Soviet Union. He observed that now at least 11 nations at the Madrid Conference mentioned the names of dis- sidents. The NCSJ also pre- sented awards to four organizations for their activities on behalf of Soviet Jewry: Women's American ORT for its "free-a-family" program; the American Jewish Committee for establish- ing an interreligious task force on Soviet Jewry; the South Florida Con- ference on Soviet Jewry for the publication of re- fusnik case histories; and the subcommittee on Soviet Jewry of the New Haven Jewish Federa- tion for its community outreach programs. Meanwhile, Kim Frid- man of Kiev, who has long been active in the Jewish emigration and culture movement in the Soviet Union, was sentenced to one year imprisonment in a labor camp, it was reported by Soviet Jewry groups. Fridman, 47, was tried on May 18 on charges of "parasitism." According to the National Conference on Soviet Jewry, Fridman, who suf- fers from heart disease, has been held in Kiev's Lukianovka Prison since March 28. His mother was not allowed to be present at the trial but was allowed into the courtroom only to hear the sentence being read. NCSJ also reported that long-term Kiev refusnik Vladimir Kislik was sen- tenced to three years in a labor camp. The charge on which he was convicted is thought to be "malicious hooliganism." Kislik was arrested on March 19 as he was leav- ing a Purim party and ac- cused of allegedly "at- tacking a woman." Fel- low refusniks and friends U.S. Envoy to Saudis Said to Be Friend to Palestinians WASHINGTON (JTA) — Robert Neumann, who pre- sented his credentials in Riyadh last week as the new United States ambassador to Saudi Arabia, is consid- ered here a supporter of the Palestinians. Neumann, a political sci- entist who is vice chairman of Georgetown University's center for strategic and in- ternational studies, has long called for the U.S. to open a dialogue with the Palestine Liberation Organization. In an inter- view with the Washington Star, published Monday, Neumann said "Palestine is the core problem" in resolv- ing the Arab-Israeli prob- lem. The 65-year-old Neumann was born in Vienna and was put in a Nazi concentration camp in 1938 because, as he told the Star, he opposed Hitler. "A great majority opposing the Nazis in my time were not Jewish," he told the Star. Joy Bil- lington, who interviewed Neumann, noted that Neumann added "that there would be nothing wrong with it if he were assumed Jewish, but still making the point that he isn't." But Neumann has been quoted elsewhere as admit- ting that he was born of Jewish parents although he converted to Catholicism at age 17. Neumann was am- bassador to Afghanistan under President Johnson and to Morocco under President Nixon. He headed the transition team at the State Department after Re- agan was elected President.
