The Cabinet heard a briefing from Begin on his talks Tuesday night with Habib. The meeting was attended by Chief of Staff Gen. Rafael Eitan and Chief of Intelligence Yehoshua Saguy. The premier's office re- peated Wednesday once again its denial of an "American plan, or other" which calls for the cessation or limitation of Israeli flights over Leganon. No such idea was even pre- sented in the Habib-Begin talks, a spokesman for the office said. Begin said Tuesday night that Israel would not go to war against Syria unless she is at- tacked. He made that re- mark in an address to a war veterans rally shortly after meeting with Habib, who had re- turned to Israel after talks in Damascus and in Riyadh, Saudi Arabia over the weekend in his continuing effort to re- solve the Israeli-Syrian missile crisis. Israel Radio reported the "elements7' of the proposal: • Syria to pull out its missiles from eastern Leba- non at the request of the Lebanese government. • Christian militias to withdraw their men from Zahle (and Lebanese army units to take over). • Israel to cease opera- tional flights over Lebanon (as distinct from high- altitude spy-flights for intelligence-gathering, which would be allowed to continue). Apparently this curb on Israel air flights would be confined to northern and eastern Lebanon and would not curtail Israel's operations against the PLO in the south. This in fact was the substance of the tacit understanding that has been in force in Lebanon ever since the Syrians first moved in five years ago. Kissinger, who is par- ticipating in the Swiss tele- vision program "Destin" which is tracing his life from his childhood in Nazi Germany to his career as an academician and diplomat, told reporters .that the best solution for Lebanon would be for all non-Lebanese forces to leave that country. He said that included the Syrians, the Israelis and the Palestinians. In a surprise move last weekend, Habib visited Saudi Arabian leaders. The Black, Market. Nazi Items BONN — Uniforms, medals, flags, arm-bands and other paraphernalia from the 12-year Nazi re- gime in Germany continues to circulate here despite the fact that manufacture and sale of such items is il- legal. The black market de- mand for Nazi "souvenirs" remains so heavy, that closet-merchants are will- ing to risk the stiff fines and prison sentences of up to three years in order to un- load the profitable items. "It is impossible to say how much of thismaterial is being sold," said Hans de With, state secretary in the Federal Ministry of Justice in Bonn. "But we believe it is considerable, and we are trying to do something about it." A Justice Ministry study shows there were 2,064 cases involving distribution of prohibited Nazi material between Sept. 1, 1978 and Dec. 31, 1980. Offenders were usually fined. Catholic Raps,. Saudis help pay the costs of keeping Syrian troops in Lebanon. On Saturday, a large body of military reservists, aca- demicians, students and others demonstrated against Begin's handling of the missile crisis and chal- lenged his contention that a national consensus exists in support of his policies. The demonstration, called by the Peace Now Movement on less than one day's notice, brought crowds estimated at 3,000 to 10,000 into the streets. In reaction to the crisis, Soviet and U.S. naval units moved into the eastern Mediterranean. Israeli stock market prfces fell at the rate of 5-10 percent.each day for a week. Officials of both Iran and Iraq announced that they would set aside their own war and come to the aid of Syria if war broke out be- tween Syria and Israel. Last week, President Anwar Sadat of Egypt called on both Syria and Is- rael to adopt a "hands off Lebanon" policy. He also urged the Palestine Libera- tion Organization to form a provisional government "because the day will come when Israel will sit with you." Sadat said he would offer the Palestinians the Sinai border town of El Arish as a place to negotiate with the Israel is.
