The event was the occasion n to reactivate the Detroit Chapter of American Women for Bar-Ilan University. Shaarey Zedek Tuesday, in his oppo- sition to the establishment of a new Arab state in the so-called West Bank area. He said the danger from Russian influence there was a matter for deep concern. At the same time, he called the Reagan Adminis- tration decision to sell AWACS to Saudi Arabia a serious blunder and ex- pressed the view that it will not be approved. His address was the an- nual lecture in memory of Adolph Lichter, sponsored by the Lichter Family. On the question of the decline of emigration of Jews from Russia, Am- bassador Toon ascribed to the possible pressure from the Arabs, the brain loss which contributed to the economic decline and the lack . of trust ex- pressed in the Soviet Union by the current American policy. While fearing a possible serious conflict between Is- rael and Syria, he said primarily the Soviet-Syrian negotiations are in the arms sales by the USSR to Syria. He said he considered it a serious need that the USSR have a role in the Middle East for the sake of dip- lomatic realism and ex- pressed the belief that it would have been more im- portant for Philip Habib to negotiate with Moscow rather than Damascus. Reviewing the an- tagonisms stemming from the USSR, Toon took a strong stand against sup- plying the chronological know-how to the Soviet Union in any form. He also deplored the abandonment of the grain embargo, stat- ing that in his experience he found that it had an effect on American policies in dealing with the Kremlin. While urging a firm stand in dealing with the Soviets, Toon urged cau- tion.
