Federation Allocates 1981 Campaign Funds
An adjusted budget for-
mula, based on an antici-
pated 1981 Allied Jewish
Campaign total of
$18,500,000, has been ap-
proved by the board of gov-
ernors of the Jewish Wel-
fare Federation. .

While the total is less
than the $19,150,000 goal
adopted at the beginning of
the Campaign, it still allows
for increased allocations
both to domestic and over-
seas beneficiaries.
At its meeting on April
29, the board allocated an
increase of $450,000 — or
up to a total of $6,685,300 —
for domestic needs, both
local and national. Even
with the adjustment in the

dent George -M. Zeltzer
noted that a number of fac-
tors will affect the Jewish
community's ability to meet
increased demands for ser-
vices. "We have facing us
some very severe budget
cuts on the federal level and
a change in how the dollars
will be distributed," he said.
"This already is affecting
our local agencies."
At the same time, he said,
allocations to Federation
agencies funded by the Un-
ited Foundation also have
been cut because of the
economic situation in De-
troit.
In this community, Zelt-
zer, said, Federation can an-
ticipate more requests
being made to its agencies
for services to the elderly
and the poor whose needs
were being met primarily
by the governmental sector.
EEC Leader
Doubts Europe
M.E. Peace Role
JERUSALEM (JTA) —
Foreign Minister Christoph
van der Klaauw of The
Netherlands, current
chairman of the Council of
Ministers of the European
Economic Community
(EEC), said on his arrival in
Israel Monday that he was
frankly doubtful that the
European initiative in the
Middle East could indeed
lead to a comprehensive
peace in the region.
But he said he would con-
tinue his efforts to solicit
the views of the various par-
ties concerned.
Van der Klaauw's visit
here is the second phase of a
fact-finding mission under-
taken on behalf of the EEC.
Last month he visited sev-
eral Arab states and met in
Beirut with Palestine Lib-
eration Organization chief
Yasir Arafat, a contact that
infuriated the Israelis.
Pearl Bailey
Visits Israel
for a Benefit
JERUSALEM (JNI) —
American entertainer Pearl
Bailey, with her drummer-
husband Louis Bellson, Jr.,
called her arrival in
Jerusalem "for me, spiritu-
ally, the beginning and the
end."
The star of Broadway
musicals, television and
films came to Israel to vol-
unteer her services to the
Jerusalem Spring Festival,
including last week's mass
outdoor concert in the Sul-
tan's Pool to benefit a cul-
tural fund for city children.
