L. Doctorow, John Kenneth Galbraith, Norman Mailer, Arthur Miller and Barbara Tuchman, sent a letter which was printed in the New York Times this week, criticizing the U.S. proposal to sell enhanced equipment for F-15s and AWACS planes to Saudi Arabia. The lengthy letter stated in part: "Only three years ago, when the Saudis were ini- tially provided with the F-15s, these add-ons were pledged to be withheld pre- cisely because they were seen to endanger Israel. "If America's word is so transitory, if it can be reversed and repudiated so casually, then what of our credibility everywhere, among both friends and enemies? "Such a-n erosion of trust in our promises can only serve to exacerbate Mideast tensions. It can harden Is- rael's position on peace terms. It will certainly encourage a new Mideast arms race — something not in the interest of any of the countries in the region, or of the U.S. "And it will not lessen by one iota the real danger the Saudis face: internal revo- lution. Has our leadership learned nothing from Iran?" Meanwhile, Julius Be- rman, president of the Union of Orthodox Jewish Congregations of America, announced that his organ- ization and its affiliated synagogues throughout the country will do anything and everything" to assure that the Reagan Adminis- tration plans to sell arms to Saudi Arabia do not see the light of day. "We will not cut cor- ners in our opposition to such a dangerous pro- posal for fear of upsetting a relationship with a new Administration," Be- Top French Official Accused of Collaborating With Nazis PARIS (JTA) -- A top French official, Maurice Papon, director of the Office of Budget and Manage- ment, is accused of having collaborated with the Nazis during the German occupa- tion of France in-sending French Jews to concentra- tion camps and ultimate death. Papon, who held Cabinet rank in the government of President Valery Giscard d'Estaing, was charged by the French satirical weekly, Le Canard Enchaine, with having willingly helped the Nazis in 1942 and 1943. A Gaullist Deputy and a former Paris Police Corn- missioner, Papon served at the time as No. 2 man in the office of French Vichy ap- pointed governor of Bor- deaux. Papon said that he had served the Vichy ad- ministration as a career civil servant and had helped many Jews avoid deportation. He said that the left-wing paper was trying to smear him as part of its electoral cam- paign against Giscard. The weekly claims that Papon served in Bordeaux as the man in charge of Jewish affairs and was in- strumental in sending 1,690 Jews to German concentra- tion camps. The investiga- tive magazine published several official letters signed by Papon during the Vichy era requesting police help in conveying the ar- rested Jews to a transit camp in France where they were due to be handed over to the Germans. The weekly conceded that Papon also intervened on behalf of a number of local Jews. It says a group of 19 Jewish children were re- leased thanks to PaponS ef- forts on their behalf and an- other group of 20 adults managed to avoid deporta- tion. Nazi-hunter Serge Klarsfeld said that his Jewish Documentation Center has several letters and memorandums signed by Papon during the war years in his offi- cial capacity which con- firm the accusations by Le Canard Enchaine. Papon has served four successive French adminis- trations in top capacities and is considered one of the key men in Giscard's re- gime. He is a:commander in the French Legion of Honor.
