movement on the ground or

good part of New York and

can see how an AWACS
plane stationed over the
Saudi airport of Tabuk,
about 220 miles southeast
of Jerusalem, for exam-
ple, could easily blanket
the entire Israel nation.

daily, but now attempts to
learn one or two new words
each day, and forgets them
by the next. He complains
about toothaches and a re-
curring vision problem
which forces him to take
frequent breaks while read-
ing. He tries to do eye exer-
cises.

Compounding this is the
United States' proposal —
despite a 1978 pledge to

Congress that it would not
do so — to sell the Saudis
equipment that will convert
their 62 F-15 planes into po-
tent offensive weaspons:
fuel pods and refueling tan-
kers that will give them
greater range and powerful
Sidewinder missiles. Tests
have demonstrated that one
F-15 on a single mission —
when assisted by an
AWACS — can destroy sev-
eral sophisticated planes
sent up against it. The
AWACS and its abilities are
battle-tested: an earlier,
less sophisticated version
introduced in Vietnam
raised the "kill-ratio" of
American fighters by a fac-
tor of six.

Conditions Now Weaker, Wife Says

that AWACS multiply the
offensive strength of an air
force by three and its defen-

words, Saudi Arabia will
more than triple its effec-
tive air power if it gets
AWACS from the U.S.

Meanwhile, a dozen
Kiev Jewish activitits
have appealed to Chair-
man Leonid Brezhnev for
fellow refusenik Dr. Vla-
dimir Kislik, arrested
March 19 and accused of
"malicious hooliganism,"
according to the Student
Struggle for Soviet Jewry
and Union of Councils for
Soviet Jews.
He faces up to five years'
imprisonment for "beating
an old woman" after he left
a Purim party to deserted
streets in a pouring rain. He
is being held in the
Rukianovskaya Prison, and
has no defense attorney.
"To the people with whom
he had celebrated Purim he
was his normal, peaceful
self," the activists declared.
"Judging from this, we can
be sure that his arrest was
unfounded. He has been try-
ing to emigrate for eight
years to his wife and 12-
year-old son in Israel. For
all this time, he has been
persecuted and threatened,
and even beaten on the
street. Defamatory articles
have been written about
him in the press, and he has
been held under adminis-
trative arrest many times.
His apartment has been

searched and at one point he
was taken to a mental hos-
pital."
Another well-known
Kiev refusenik, 46-year-old
Kim Friedman, was ar-
rested March 18 and sen-
tenced to 10 days in jail on
unknown charges, the SSSJ
and UCSJ said. On March
28, the authorities brought
him home, searched his
apartment, then rearrested

In a related development,
the number of exit visas
granted to Jews seeking to
emigrate from the Soviet
Union fell by nearly 50 per-
cent in March, the Zionist
Information News Service
reported.

Selling AWACS to the
Saudis means that for the
first time the Arabs would
have an important edge in
surveillance in any conflict
with Israel. Israel is equip-
ped with Hawkeye radar
planes, which are by no
means a match for the
AWACS aircraft. The lat-
ter, moreover, can remain
aloft for long periods of
time; in U.S. military exer-
cises they often stayed in
the air for as long as
hours at a stretch.
One must expect that if
any Arab state goes to
war against Israel the
Saudis will make the
AWACS — or at the least
AWACS information —
available to it. Present
U.S. plans are to sell five
AWACS to Saudi Arabia.
This means that they will
be able to provide
round-the-clock cover-
age.
AWACS sales to the
Saudis will mean that Israel
would face a serious disad-
vantage in the future, a dis-
advantage with tragic
potential for the vital secu-
rity of the Jewish state.
The worst of it is that
neither the risk to Ameri-
can top secrets nor to Is-
rael's security is at all
necessary. AWACS aircraft
already circle above Saudi.
Arabia at the present time,
in defense of that country.
But these AWACS eyes in
the sky are where they be-
long, in America's best
interest — under American
control.

Nazi Vacation

NEW YORK — The
British Tourist Authority
has assured the American
Jewish Congress that it will
not distribute a travel book
describing a vacation in a
simulated Nazi prison camp
until the publication is al-
tered to eliminate the in-
formation about the bizarre
holiday.
Responding to an AJCon-
gress complaint about
Travel Authority distribu-
tion of the book, "The Alter-
native Holiday Catalogue,"
Sir Henry Marking, chair-
man of the authority,
apologized for the "offense"
caused by the camp entry
and promised to review the
agency's use of the book,
which describes off-beat va-
cations in Britian.
